At a time when restoration and reconstruction processes are gaining momentum in the liberated territories, the future of the management model applied in Karabakh and East Zangazur is a key topic of discussion.
Deputy Elman Mammadov told Modern.az that the establishment of special representations in Karabakh and East Zangazur by presidential decree indicates that there is no need for the creation of additional committees or commissions related to these territories, nor for the operation of an executive p:
The deputy noted that currently, very large-scale work is being carried out in Karabakh, and the President's visits to these territories are a real indicator of the work being done:
“Special representations oversee all processes such as the creation of infrastructure, the construction and restoration of residential buildings and mosques, and the opening of workplaces.”
According to Elman Mammadov, the executive authorities that existed previously in both Karabakh and East Zangazur are also functioning, but these bodies currently operate mainly in different directions:
“Today, the executive authorities deal with the problems of the part of the population that has not yet moved to Karabakh – internally displaced persons living in Baku and other regions. Their main mission is to prepare a list of individuals who will move to Karabakh, study their social conditions, and determine who will move sooner.”
The deputy emphasized that currently, special representations and executive authorities operate without interfering with each other's powers. However, changes in the management model are possible in the future.
“As Mr. President also noted, the management model applied in Karabakh and East Zangazur is a more flexible, operational model that requires less official involvement. After the full resettlement process to Karabakh is completed, the necessity may arise to regulate the activities of both special representations and executive authorities. It is possible that after that stage, the executive authorities may also be abolished. Time will tell,” he concluded.
