October 1st marks the 107th anniversary of the establishment of prosecutor's offices in Azerbaijan and is the professional holiday of prosecutor's office employees.
The history of prosecutor's offices in our country dates back to the period of the Azerbaijan Democratic Republic - 1918.
National leader Heydar Aliyev, based on the commencement of operations of prosecutor's offices within the Baku District Court by the decision of the Council of Ministers of the Azerbaijan Democratic Republic dated October 1, 1918, signed an order on July 17, 1998, to annually celebrate October 1st as the professional holiday of the employees of the Prosecutor's Office of the Republic of Azerbaijan.
Modern.az reports that the history of Azerbaijan's prosecutor's offices covers three periods.
During the period of the Azerbaijan Democratic Republic, Fatali Khan Khoyski, Khalil Bey Khasmammadov, Aslan Bey Safikurdski, Teymur Bey Makinski served as Ministers of Justice and simultaneously as Prosecutor Generals.
While Azerbaijan was part of the former USSR, the following jurists led the prosecutor's office system:

In 1991, Azerbaijan restored its independence and entered a new era. In the independent Republic of Azerbaijan, the following jurists served as Prosecutor General.
Ismat Gayibov; Murad Babayev; Ikhtiyar Shirinov; Ali Omarov; Eldar Hasanov; Zakir Garalov, Kamran Aliyev.
In independent Azerbaijan, the position of Prosecutor General was established for the first time on February 5, 1991. The first person to hold this position was Ismat Gayibov. He held this position until November 20, 1991.
After being admitted to the prosecutor's offices of the Azerbaijan SSR in March 1971, I. Gayibov was appointed assistant prosecutor of the 26 Baku Commissars district. From June 1975, he was appointed prosecutor of the Department for Supervision of Criminal Cases at the Baku City Prosecutor's Office. From February 1976, he served as head of the General Supervision Department of the Baku City Prosecutor's Office, from 1978 as prosecutor of Ismayilli district, from 1982 as prosecutor of Ali-Bayramli city, and from 1987–1990 as prosecutor of Sumgayit city.
Ismat Gayibov was appointed the first Prosecutor General of Azerbaijan on February 5, 1991. He was martyred during the terrorist act carried out by Armenians on November 20, 1991, in the village of Garakand, Khojavand district, as a result of the helicopter being shot down.
After Ismat Gayibov's death, Murad Babayev served as Prosecutor General until October 14, 1992.
M. Babayev studied at the Faculty of Law of Baku State University from 1968–1973. In 1973, he worked as an intern investigator in Binagadi district, from 1977–1980 as an investigator for unsolved death cases in Baku city, and in 1982 as a prosecutor in Mingachevir city.
In 1987, he was appointed Deputy Prosecutor General of the Azerbaijan SSR, and on November 26, 1991, Prosecutor General of the Republic of Azerbaijan. He resigned from his position at the end of 1992. In February 1993, he was appointed Baku City Transport Prosecutor. After working in this position for 7 years, he retired.
M. Babayev passed away in 2013.
Subsequently, Ikhtiyar Shirinov served as Prosecutor General from October 14, 1992, to June 30, 1993.
Ikhtiyar Shirinov received higher education at the Faculty of Law of Baku State University from 1972-1977. During the rule of the Azerbaijan Democratic Republic, he first served as a state advisor and then as Prosecutor General. During the June 1993 events, he was arrested in Ganja by the team of rebel Suret Huseynov. 11 months later, the court closed the criminal case and he was released. He passed away in 2022 after a long illness.
After Ikhtiyar Shirinov, Ali Omarov was appointed to the post of Prosecutor General. He served as Prosecutor General from 1993 until October 8, 1994.
In 1992, Ali Omarov was among the 91 intellectuals who called for an open and active struggle for power in Azerbaijan by Heydar Aliyev, Chairman of the Supreme Assembly of Nakhchivan. He was elected a deputy of the Supreme Soviet of the Republic of Azerbaijan in 1990 and became a member of the Milli Majlis (National Assembly) in 1993. He served as the responsible secretary of the commission established regarding the Khojaly tragedy and acted as the main rapporteur on the perpetration, genesis, and consequences of the tragedy. Ali Omarov was appointed Prosecutor General of the Republic of Azerbaijan on July 3, 1993. On October 8, 1994, he was prematurely relieved of his duties upon his own application.
During his tenure as Prosecutor General, Ali Omarov initiated criminal cases against the acting Ministers of Internal Affairs and Defense and succeeded in their removal from office.
After Ali Omarov's resignation, the position of Prosecutor General remained vacant for 5 months, and then on March 22, 1995, Eldar Hasanov was appointed to this position. He served in that position for 5 years – until April 21, 2000.
After graduating from the USSR Ministry of Internal Affairs Academy with a degree in law in 1983, E. Hasanov worked for a long time in the law enforcement agencies of the Republic of Azerbaijan as an inspector, senior inspector, deputy head and head of the criminal investigation department, head of the internal affairs department of Nizami district of Baku city and Ganja city, deputy minister of internal affairs, and deputy prosecutor general.
Eldar Hasanov was relieved of his duties as Prosecutor General by President Heydar Aliyev on April 21, 2000, due to the expiration of his term of office. He is currently serving a prison sentence in a correctional facility for illegalities committed in another position.
Zakir Garalov served as Prosecutor General for the longest period in the history of independence. He held this position for 20 years. Z. Garalov served as Prosecutor General from April 20, 2000, to May 1, 2020.
After graduating from the Faculty of Law of Baku State University in 1979, he was admitted to the prosecutor's offices. Until 1981, he served as assistant prosecutor of Sabail district of Baku city, from 1981–2000 as prosecutor, senior prosecutor of the General Supervision Department of the Prosecutor General's Office, deputy prosecutor of Nasimi district of Baku city, Nasimi district prosecutor, prosecutor and senior prosecutor of the Department for Supervision of Investigations in National Security Bodies and the General Supervision Department of the Prosecutor General's Office, Sabunchu district prosecutor of Baku city, and Ganja city prosecutor.
Subsequently, Kamran Aliyev was appointed to the post of Prosecutor General. He was appointed Prosecutor General of the Republic of Azerbaijan by the order of the President of the country dated May 1, 2020. Kamran Aliyev was awarded the highest special rank of First Class State Justice Advisor by the order of the President dated November 23, 2021.
By the order of the Head of State dated May 1, 2025, K. Aliyev was appointed Prosecutor General of the Republic of Azerbaijan for a second term.
Kamran Aliyev was born on November 18, 1965, in Balakan district.
After graduating from the Faculty of Law of Irkutsk State University of the Russian Federation in 1987, he was appointed as an intern investigator at the Chita Transport Prosecutor's Office of the Trans-Baikal Transport Prosecutor's Office of the Russian Federation. Subsequently, K. Aliyev worked as a senior investigator in that prosecutor's office and the Trans-Baikal Transport Prosecutor's Office. From 1990-1993, he pursued postgraduate studies in the full-time department at the Research Institute of the former USSR Prosecutor General's Office, while simultaneously working as a research fellow at the same institution.
In 1993, he defended his dissertation at the same Institute and received the academic degree of Candidate of Legal Sciences. Subsequently, K. Aliyev was transferred to the prosecutor's offices of the Republic of Azerbaijan and worked as a prosecutor of the Human Resources Department, head of the Science and Education Center, investigator and senior investigator in the Investigation and Investigation of Grave Crimes Departments of the Prosecutor General's Office, assistant and senior assistant to the Prosecutor General, and head of the State Prosecution Department of the Prosecutor General's Office.
From August 6, 2007, he was appointed head of the Anti-Corruption Department under the Prosecutor General of the Republic of Azerbaijan. By the order of the President of Azerbaijan dated August 5, 2014, he was appointed Deputy Prosecutor General of the Republic of Azerbaijan - Head of the Main Anti-Corruption Department under the Prosecutor General of the Republic of Azerbaijan.
