41.8 million manats of the projected education expenses for the next - 2026, for the financing of personnel training by state order and at state expense, will be allocated to the privileged category.
Modern.az reports that this was noted in the draft budget package of the Republic of Azerbaijan for 2026.
This means that the privileges of students from the privileged category in higher education institutions will remain in force next year.
This category includes former internally displaced persons, students who have lost a parent and are deprived of parental care, students who are children of persons who died or became disabled for the sovereignty and territorial integrity of the Republic of Azerbaijan, persons who received the title of “War Veteran” for participating in combat operations for the territorial integrity of the Republic of Azerbaijan, persons with 61-100 percent impairment of bodily functions, as well as persons with disabilities determined before the age of 18, members of martyr families, as well as those under 20 years of age in vocational education institutions and having a parent with a disability determined due to 81-100 percent impairment of bodily functions, and persons whose monthly income is below the subsistence minimum.
In total, next year, 41.8 million manats will be spent on the education and scholarship expenses, respectively, of 18.5 thousand students from the aforementioned privileged category;
- with the aim of further increasing access to higher education for low-income segments of the population and expanding the scope of higher education, 15.0 million manats have been allocated in the state budget for the next year for the provision of education student loans and the creation and implementation of competitive financing and management mechanisms in the field of education.
Considering the funds allocated in previous years, the total resource package of the Education Student Loan Fund will amount to 141.0 million manats;
- 37.4 million manats for expenses related to covering 87.0 thousand 5-year-old children with pre-school education in the respective academic years;
- 19.0 million manats for expenses related to providing students studying in general education schools of the Republic of Azerbaijan with approximately 7.7 million copies of free textbooks in over 300 titles and acquiring methodological materials in the 2026/2027 academic year;
- 8.1 million manats for monthly allowances to parents or legal representatives of 13,412 individuals involved in special education, for transporting their children to special education institutions, health and rehabilitation centers, and medical facilities;
- 20.1 million manats for the payment of compensation for their travel, transportation of property, creation of initial living conditions, utility services, and rent for accommodation, as well as an addition to their monthly salary, with the aim of stimulating the employment of over 9.9 thousand young specialists who have graduated from higher and secondary specialized pedagogical education institutions in general education institutions located in rural areas;
- 38.3 million manats have been projected for expenses related to the expansion of the informatization of the education system in the Republic of Azerbaijan.
As state support, a subsidy of 100.1 million manats has been allocated in the state budget for 2026 for the partial coverage of expenses of some higher education institutions, which is 4.0 million manats or 4.1 percent more compared to the current year.
