The Ministry of Science and Education will put forward proposals regarding private tutors in the coming days. This was stated by Idris Isayev, Deputy Minister of Science and Education, during the discussion of amendments to the law "On General Education" at the Milli Majlis plenary session last week.

The Deputy Minister noted that, in addition, there are proposals to resolve issues such as adjusting teachers' salaries to working hours rather than lesson hours.

Education expert Elchin Afandi, speaking to Modern.az on the topic, stated that certain proposals regarding private tutors are mainly aimed at reducing their number to some extent.

“I believe that currently, the primary implementation of the per capita financing mechanism, including the issue of determining salaries based on working hours rather than specific lesson hours, is only the visible side of this process. Because when the per capita financing mechanism is applied, providing higher salaries to teachers and calculating wages based on working hours will require them to stay at school, for example, until 17:00-18:00. This, in turn, could prevent private tutoring activities to some extent.”

The expert also emphasized that, in general, it is not possible to completely eliminate private tutoring activities:

“This requires the adoption of more radical, systematic, and strict decisions. Overall, the work carried out by the Ministry of Science and Education, as well as the proposals put forward, indicate that steps are being taken to resolve the problem related to private tutoring to some extent.”
