A certificate will be issued electronically to persons who have not completed their education.
According to Modern.az, this is reflected in the "Rules" on the Issuance of Certificates to Persons Who Have Not Completed Any Stage or Level of Education for Various Reasons, approved by the Cabinet of Ministers.
In this regard, Decision No. 12 of the Cabinet of Ministers dated January 21, 2010, "On the Approval of the Rules for Issuing Certificates to Persons Who Have Not Completed Any Stage or Level of Education for Various Reasons" has been revoked.
According to the new Rules, persons who have not completed any stage or level of education for various reasons will be issued a certificate created in the form of an electronic document in the “Centralized Education Information System” (CEIS), in accordance with the requirements of the law “On Electronic Signature and Electronic Document”.
The information specified in the certificate can be submitted (obtained) through the Electronic Government Information System (EGIS). The submission of information specified in these documents through EGIS is considered equivalent to the submission of those documents.
The following persons are considered to have not completed any stage or level of education:
- persons who, after completing any grade at the general secondary and full secondary education levels, did not continue their education, or whose knowledge in a subject (subjects) was not assessed due to non-attendance in classes during any academic year, or who did not participate in the final attestation and have not completed the relevant levels of general education;
- persons who have not fulfilled the requirements stipulated in the educational program of the relevant specialty at any level of vocational education, or have not fully accumulated the required number of credits according to the curriculum corresponding to the higher technical vocational education level, or have not participated in the final assessment at the initial vocational and technical vocational education levels, or have received an unsatisfactory grade, or have been expelled from an educational institution;
- persons who have not fulfilled the requirements stipulated in the educational program for the relevant specialty at the secondary specialized education level, or have changed their educational institution, specialty, or form of education without complying with the legislation and have been reinstated to the institution, or whose diploma or its supplement contains information inconsistent with the documents establishing its legal basis, or have been expelled from an educational institution;
- persons who have not accumulated the credits determined by the educational program for the relevant specialty at the bachelor's (basic (base higher) medical education) or master's (residency) level of higher education, or have changed their educational institution, specialty, or form of education without complying with the legislation and have been reinstated to the institution, or whose diploma or its supplement contains information inconsistent with the documents establishing its legal basis, or have been expelled from an educational institution (in relation to the residency level, from a higher medical education and scientific institution or a medical institution (clinical base) designated as a clinical base for the training of residents by the Ministry of Health), as well as persons who have not submitted their dissertation for preliminary discussion or have not fulfilled their individual work plan within the normative period of education at the doctoral (adjunct) level.
