“A teacher who passes certification is granted the right to engage in pedagogical activity in state educational institutions for a period of 5 years. Teachers must undergo recertification every 5 years. I believe that the latest innovations applied to the rules for the certification of doctors can also be applied to the certification of teachers. That is, just like doctors, if a teacher participates in teacher development trainings or teacher professional development courses for 5 years and accumulates 50 points annually, totaling 250 points over 5 years, they should be exempt from the next certification. This approach will form a continuous development model for teachers and serve their professional development”.

According to Modern.az, this was stated by MP Vasiq Qafarov at today's meeting of the Science and Education Committee of the Milli Majlis. 

The MP noted that certification is intended to be mandatory. However, cases of unsuccessful results must be clearly regulated here. It is also important to precisely regulate the legal impact of this procedure on employment contracts. I propose that teachers be granted the right to retake the exam twice, that their participation in trainings during this period be ensured, and that the rule for terminating the employment contract in case of an unsuccessful result for the 3rd time be specifically indicated. I believe that the main goal here should not be to punish, but to encourage professional development. 

“Overall, I believe that involving educators working in music, art, and painting schools in certification will increase the transparency of evaluation, enable the comparison of results, and measure professional suitability more objectively. However, for this, I consider it important to prepare a high-quality question database, train specialists, and establish a robust digital system. I propose the implementation of a pilot project in the initial stage and the introduction of improvements based on the results”.

Increasing motivation among teachers is also important:

“I believe it is also important to ensure that teachers who demonstrate successful results are given a differential salary supplement corresponding to their accumulated results, that preference is applied in career advancement, and that certification results are used as a primary criterion during recruitment and appointment. 

Most importantly, certification should be transformed from a means of dismissal into a tool for professional development. It is also important to develop separate criteria for the fields of music, art, and painting, and to study international experience” – he noted.
