Since 2021 to date, 86 thousand applications have been received by the electronic portal of the Education Student Loan Fund, and 70.1 thousand education student loan (ESL) agreements have been formalized. Of these, 24.3 thousand (34.8%) were social, and 45.8 thousand (65.3%) were standard ESLs.
According to Modern.az, this was reflected in the report on the activities of the Cabinet of Ministers in 2025.
By gender distribution, of the ESL agreements, 43.9 thousand (62.6%) accounted for female students, and 26.2 thousand (37.4%) for male students. Of the formalized loans, 48.6 thousand (69.3%) were for undergraduate studies, 16.7 thousand (23.8%) for master's studies, 4.3 thousand (6.2%) for vocational secondary education, and 494 (0.7%) were related to vocational education.
Within the framework of the interest-free mechanism, a total of over 12 million manats has been calculated without applying interest for more than 12 thousand loan agreements. 64% of these loans are social, and 36% are standard loans, which indicates that social loans offer broader concession opportunities at the graduation stage.
In addition, a model allowing for partial debt forgiveness for graduates has also been implemented. To date, due to high academic performance and repayment having commenced, 50 percent concessions have been applied for 566 social ESL agreements and 25 percent for 1388 standard ESL agreements, with a total of approximately 650 thousand manats forgiven.
The repayment mechanism for the ESLF is implemented in stages, and this mechanism is directly linked to the number of students graduating at the end of each academic year. To date, the repayment period has commenced for over 7 thousand students.
