In the 2025/2026 academic year, within the framework of Intergovernmental Scholarship Programs (HTP), a total of 212 Azerbaijani citizens – 130 in Hungary, 43 in China, 10 in Latvia, 10 in Kazakhstan, 11 in Turkey (within the framework of cooperation with YTB), and 8 in Romania – have gained the right to study in various specializations at bachelor's, master's, doctoral, and post-doctoral levels in 59 higher education institutions across 6 different countries worldwide, which is 12.5% more compared to the previous year.
According to Modern.az, this was reflected in the Cabinet of Ministers' report on its activities in 2025.
Among hundreds of candidates from 64 countries who applied to the “Heydar Aliyev International Education Grant” program, 100 individuals from 51 countries have gained the right to study at bachelor's, master's, and doctoral levels in 9 higher education institutions in Azerbaijan. Currently, within the framework of HTP, approximately 115 foreign students from Romania, China, Kazakhstan, Tajikistan, Kyrgyzstan, and Somalia are studying in our country's higher education institutions.
For the 2025/2026 academic year, 62 foreign citizens (23 from China, 11 from Kazakhstan, 4 from Tajikistan, 4 from Kyrgyzstan, 20 from Somalia) have gained the right to study in Azerbaijani higher education institutions within the framework of HTP. This figure is 32% higher compared to the previous year, with student admissions from 2 new countries (Kyrgyzstan and Somalia).
