For the 2025/2026 academic year, student admission to higher education institutions under the Ministry, other ministries, committees, and organizations, as well as private higher education institutions, at the bachelor's and basic (undergraduate) medical education levels, was determined to be 63 thousand people, of whom 29.9 thousand people (48%) were based on state orders. Over the last four years, actual admissions at the bachelor's level have increased by 18%. In the 2025/2026 academic year, out of 63 thousand planned places for this education level, 60.9 thousand people were admitted to higher education institutions, and the planned places were actually filled by 96.6%.
According to Modern.az, this was reflected in the Cabinet of Ministers' report on its activities in 2025.
Admission at the basic (undergraduate) medical education level was particularly high. In the 2025/2026 academic year, actual admission for 1182 planned places was ensured at 100%. 1127 of these students gained the right to study based on state orders.
For the 2025/2026 academic year, student admission to higher education institutions under the Ministry, other ministries, committees, and organizations, as well as private higher education institutions, at the master's level, was 17.5 thousand people. During the academic year, 14.3 thousand people were admitted to higher education institutions at the master's level, and the admission plan was filled by 81.7%, with 7.1 thousand students (40.4%) gaining the right to study based on state orders.
An increase in actual student admissions at the master's level has also been observed over the last 5 years. Thus, actual admissions, which were 10.5 thousand people in the 2021/2022 academic year, reached 14.3 thousand people in the 2025/2026 academic year, which is 3.8 thousand people or approximately 37% more.
By the Order No. 275s of the Cabinet of Ministers of the Republic of Azerbaijan dated May 2, 2025, admission for doctoral training for 2025 in higher education institutions, scientific institutions, and organizations was 1177 people (744 (63%) in higher education institutions, and 433 (37%) in scientific institutions). Planned admission places in higher education institutions were based on state orders, while planned admission places in scientific institutions were provided at the expense of the state budget and on a paid basis. 64.3% or 757 of the planned admission places were filled, with 484 people (64%) admitted to higher education institutions and 273 people (36%) to scientific institutions.
By the Order No. 215s of the Cabinet of Ministers of the Republic of Azerbaijan dated April 16, 2025, student admission to secondary specialized education institutions under the Ministry, other ministries, and organizations for the 2025/2026 academic year was 25.2 thousand people, which is 2.4% (584 places) more compared to the previous year. 8.1 thousand (32.3%) of the student admission places were offered from the general secondary education base (9-year base), and 17.1 thousand places (67.7%) from the full secondary education base (11-year base).
On September 14, 2025, the building of the Karabakh University Clinic and the academic building of the Faculty of Medicine and Health Sciences were opened in Khankendi city, and the Faculty of Medicine and Health Sciences began its activities at the University from the 2025/2026 academic year.
On October 1, 2025, the first academic buildings of the Italy–Azerbaijan University were opened in Baku. Currently, 538 students are studying at the bachelor's level and 102 students at the master's level in the 8 bachelor's and 2 master's programs taught here.
