For the 2025/2026 academic year, 22.8 thousand people (84%) were admitted to vocational education institutions at the expense of state funds, and 4.2 thousand people (16%) on a paid basis, with 82.8% of the planned places filled. Of the newly admitted students, 10.5 thousand people (39%) were women. Based on vocational education levels, 1.8 thousand people gained the title of student in initial vocational education, 22.6 thousand people in technical vocational education, and 2.6 thousand people in higher technical vocational education.
According to Modern.az, this was reflected in the report on the activities of the Cabinet of Ministers in 2025.
In the last 5 years, student admission to vocational education institutions has increased by 39%, including 16.6 thousand people (4.9 thousand women) in 2021, and 27 thousand people (10.5 thousand women) in 2025. The number of individuals involved in higher technical vocational education for the years 2022–2025 was 7.1 thousand people.
In 2025, short-term trainings were organized in 42 specialties at 19 vocational education institutions located in Baku and the regions, taking into account the needs of the labor market and employers.
In 2025, 1.5 thousand people were involved in short-term trainings, and 196 people in short-term professional development trainings. To date, the total number of individuals involved in short-term trainings has reached 28 thousand people, and 12.7 thousand people for short-term professional development.
Last year, a competition was also organized for admission to the positions of director and deputy director in vocational education institutions, and a total of 14 director and 54 deputy director positions were announced as vacant. In the competition for the recruitment of directors and deputy directors, 21 individuals succeeded and were provided with employment.
It should be noted that there are currently 57 vacant positions for these roles.
The report also stated that a total of 17 vocational education programs were developed in 2025, 10 of which were for new specialties and 7 were updated, additionally, 72 vocational specialty textbooks were prepared and 35 thousand copies of textbooks were printed. The circulation of 10 thousand copies of local textbooks and 25 thousand copies of translated textbooks fully covered the textbook provision of educational institutions. 38 of the textbooks were prepared by local specialists, and 34 were compiled based on international sources.
4 specialties and 4 core competency programs taught in vocational-oriented classes were updated, and a special education program was developed for individuals with limited health capabilities (intellectual disability).
