Last year, 38.7 percent of children aged 1-5 attended kindergarten.
According to Modern.az, this was reflected in the report on the activities of the Cabinet of Ministers in 2025.
According to the "Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026", the target was set to increase the level of involvement of children aged 1–5 in preschool education to 50%.
In 2025, with 110.5 thousand children in preschool educational institutions (105.4 thousand children in state institutions, 5.1 thousand children in private institutions), 23.6 thousand children in 1.6 thousand community-based preschool education groups, and 86.4 thousand children in pre-school preparation groups of general education institutions (85.6 thousand children in state institutions, 848 children in private institutions), the total number of children involved in preschool education was 220.5 thousand, and the indicator of involvement was 38.7%.
It should be noted that, according to the results of the interview held in February-March 2025 for 40 candidates who succeeded in the test stage of the competition for the recruitment of methodologists to preschool educational institutions, 23 people were appointed to the position of methodologist in the institutions they chose.
In the reporting year, the test examination stage of the competition for the recruitment of educator-teachers to preschool educational institutions was organized with the participation of 4.4 thousand people, and based on the results, 205 out of 291 vacant positions were filled.
Furthermore, the test examination stage of the competition for the recruitment of directors to preschool educational institutions was carried out, and 240 candidates out of 333 invited individuals participated in the test examination.
At the same time, a diagnostic assessment process was carried out to check the professional level and suitability of directors of preschool educational institutions, and attendance in the diagnostic assessment organized in 12 examination centers across 10 cities was 90%.
