The Act of Amnesty has been applied to Oleg Krapivin, a Ukrainian millionaire accused of hooliganism in Azerbaijan and known in the criminal underworld by the nickname “Oleg Bakinski”. His lawyer, Kheyransa Babayeva, informed the media about this.

Modern.az presents the dossier of Oleg Krapivin, who is somewhat known in Azerbaijani society, including for his diaspora activities:

Oleg Krapivin was born in Shamakhi district in 1960. In his youth, he was involved in freestyle wrestling. Krapivin, who won the Azerbaijani championship 14 times, earned the title of world champion among veterans. Since 1989, he has been involved in business in Ukraine, owning shopping centers and other real estate properties.

He was also known for his diaspora activities as the chairman of the Kyiv organization of the Congress of Azerbaijanis of Ukraine and participated in cultural events related to Azerbaijan.

Criminal Case and Court Proceedings

In the summer of 2024, Oleg Krapivin was detained by the police. He was found guilty of hooliganism and fraud.

In July 2025, the Baku Court for Grave Crimes ruled that Oleg Bakinski should receive a 2-year and 6-month suspended sentence.

It should be noted that “Oleg Bakinski” was detained by the police in 2024 in Baku, accused of hooliganism against a Russian citizen. A final indictment was brought against him under Articles 127.2.3 (Intentional infliction of less serious harm to health, committed by a generally dangerous method or with hooligan intent) and 221.3 (Hooliganism, committed with the use of weapons or objects used as weapons, accompanied by the use of force against the victim, or the destruction or damage of another's property) of the Criminal Code. The pre-trial detention measure chosen during the preliminary investigation was replaced with house arrest during the court proceedings.
Along with “Oleg Bakinski”, Konstantin Antonovich Kucher, who served as Deputy Minister of Defense Industry of Ukraine for aviation issues during 2010-2011, was also found guilty in the criminal case. He was charged under Articles 178.4 (Fraud – committed with particularly large-scale damage) and 221.3 (Hooliganism, committed with the use of weapons or objects used as weapons, accompanied by the use of force against the victim, or the destruction or damage of another's property) of the Criminal Code.
JSC "Aviazapchast", LLC "Promyshlennye Postavki Kazakhstan" and Zakharenkov Valeriy Nikolayevich were recognized as victims.
