Today, an armed incident occurred at the "Idrak" Lyceum located in Baku. Specifically, the lyceum's teacher was shot by a 10th-grade student. The person shot was the lyceum's mathematics teacher. The injured teacher has been hospitalized, and their condition is reported to be serious.
According to information from the Ministry of Internal Affairs, the student was detained by police officers. A hunting weapon was seized from him.
An investigation is underway regarding the incident.
It is interesting to know, from what age is it permissible to acquire a civilian weapon and a civilian firearm?
Modern.az reports that citizens of the Republic of Azerbaijan who have reached the age of 18 have the right to acquire civilian weapons (excluding firearms). To acquire a civilian firearm, a citizen must be 21 years old. A citizen wishing to acquire a civilian weapon may apply to the local police authority or the Main Public Security Department of the Ministry of Internal Affairs. A special permit is issued for the acquisition of a weapon. To obtain a special permit, the following documents must be submitted by the citizen:
-Application (a form obtained from the police authority is filled out)
-Identity card confirming citizenship of the Republic of Azerbaijan;
-Medical certificate of health;
-Two photographs measuring 3x4 cm.
The criminal record and prophylactic registration status of individuals who have submitted an application are checked. Such checks are not conducted for individuals who undergo special verification by a state p.
Membership in a hunters' society is not required for a citizen to be granted a special permit for the acquisition of a civilian weapon.
When issuing a certificate confirming the right to store and use a firearm for hunting or sport purposes, a receipt for the payment of a state fee in the amount of 10 times the conditional financial unit for initial registration is required.
According to paragraph 18.55 of the Law of the Republic of Azerbaijan "On Amendments and Additions to the Law of the Republic of Azerbaijan "On State Duty"", for the issuance of a certificate confirming the right to store and use a firearm for hunting or sport purposes:
- for initial registration 20 manat
- for re-registration 10 manat
For the issuance of a permit for the acquisition of a service weapon:
- for initial registration 20 manat
- for re-registration 10 manat
the payment of a state duty is stipulated.
The validity period of the certificate confirming a citizen's right to store and use a sport weapon for its intended purpose is 3 years. To extend it 3 months before its expiration, the citizen's application, the special permit issued for the storage, carrying, and intended use of the weapon, the weapon itself, and a receipt confirming the payment of a state duty in the amount of 5 times the conditional financial unit for re-registration must be submitted. The application is reviewed within 1 month from the date of submission. The special permit is extended for a new period of 3 years.
In the following cases, a citizen is refused a special permit to acquire a civilian weapon:
If they own more than seven firearms for hunting or sport, excluding collection items;
If there is a medical contraindication from the relevant healthcare authority regarding alcoholism, drug addiction, mental illness, as well as impaired vision;
If convicted of serious crimes, as well as crimes committed using weapons and ammunition or explosives;
If administrative disciplinary measures have been applied for violations of hunting and fishing rules, rules for the acquisition, storage, and use of firearms or ammunition, public order, and established administrative rules, as well as for other offenses committed using firearms or ammunition (within 1 year from the application of such administrative disciplinary measure);
If registered in police bodies for prophylactic and operational records;
If incapacity or limited capacity is confirmed by a legally binding court decision;
If it is determined that they do not know the rules for safe handling of weapons;
If the place of residence is not determined.
