In August-September 2025, Ramiz Mehdiyev submitted to Ali Karimli on September 27, 2025, through his assistant Amirov Eldar Gurban oglu and others, the written material he prepared in a relevant foreign language under the title “Proposals on the Reorganization of the State Governance System”, containing secret plans and directions of activity against state power, for the purpose of jointly agreeing on the issues stipulated in that document, and on October 3, 2025, sent the final edited copy of the aforementioned writing to the high-ranking officials of the special services of a foreign state with whom he had previously personally contacted, through the employees of “Sharq-Qarb” OJSC, which he actually owned; the said dispatch was technically recorded.
With these actions, Ramiz Mehdiyev took actions aimed at seizing state power with the help of foreign special services and forcibly changing the constitutional order, and committed treason by assisting representatives of a foreign state contrary to the national security interests of the Republic of Azerbaijan.

Modern.az investigated the activities of “Sharq-Qarb” OJSC, which was mentioned in the statement released by the SSS and was actually owned by Ramiz Mehdiyev.
According to our investigations, 96 percent of the shares of “Sharq-Qarb” OJSC are reported to belong to Teymur Mehdiyev (Ramiz Mehdiyev's son).
Furthermore, “Sharq-Qarb” OJSC, one of the leading companies providing publishing and printing services in Azerbaijan, paid its tax debt to the state last year.
According to the information, the company paid an accumulated tax debt of 52,144 manats to the Main Department of National Revenues of the State Tax Service under the Ministry of Economy. According to the state register data of commercial entities, “Sharq-Qarb” OJSC was registered by the state in 2001, and its legal representative is Ahmadov Oktay Iskandar oglu. The company's authorized capital amounts to 589,880 manats.
It should be noted that “Sharq-Qarb” Open Joint Stock Company began its operations in 1986 as a state enterprise under the name Baku Book Printing House No. 4. In 2001, the organizational and legal form of the enterprise was changed, transforming it into “Sharq-Qarb” Open Joint Stock Company (OJSC).
Within the OJSC, whose main activity is publishing and printing, a Publishing Department and a Printing House operate.
