Azerbaijan has surpassed a number of European countries - STATEMENT

Training sessions are being launched at the Academy of Public Administration under the President of the Republic of Azerbaijan in conjunction with the Academy of Public Administration of the Republic of Kazakhstan. The training sessions are dedicated to new management technologies in public administration.

Modern.az reports that these remarks were made by Urkhan Alakbarov, Rector of the Academy of Public Administration under the President of the Republic of Azerbaijan, at the opening ceremony of the training-experience program titled “Innovative Technologies in Public Administration.”

According to him, there is a simple formula in management: 

“Opportunities, management, and results. According to reports by international organizations, Azerbaijan has achieved remarkably high results even under relatively limited opportunities, and in some cases, these indicators have elevated the country to the level of world leaders. Undoubtedly, the foundation of these achievements is formed by the modern and innovative public administration technologies implemented by President Ilham Aliyev.”

The Rector added that among these technologies, the synergistic approach holds a special place. 

“There is a widely applied public-private partnership model in the world. Azerbaijan has taken a further step in this area. With the establishment of the first vice-president institution in 2017 and the appointment of Mehriban Aliyeva, President of the Heydar Aliyev Foundation, to this position, civil society has been directly integrated into public administration.”

U. Alakbarov also noted that the “resonance technology” applied in Azerbaijan is noteworthy:

“Thus, in 2004, during a period when the socio-economic situation in the country was difficult, a significant portion of the population consisted of refugees and internally displaced persons, and 20 percent of the territories remained under occupation – a national program on renewable energy was adopted. This decision was an example of a long-term strategic vision. Its results became evident years later.

Against the backdrop of COP29 being held in Baku in 2024, Azerbaijan's position in the World Economic Forum's report on energy transition reaffirmed this. According to the report, Azerbaijan scored 62 points in the energy transition index, ranking 32nd in the world, surpassing several European countries, and securing leading positions in terms of effectiveness.”

The Rector also emphasized that the study and application of new management technologies are of particular importance:

“It is precisely for this purpose that a two-week training program is organized for high-level civil servants from Kazakhstan. Participants will acquire both practical knowledge and receive master's level education.
These training sessions, in turn, will contribute to the implementation of new approaches in public administration and will demonstrate concrete results in the future,” he concluded.
