On October 6-7, the 12th leaders' summit of the Organization of Turkic States (OTS) took place. A number of decisions were made and messages conveyed at the meeting held in Gabala.

However, a number of negative articles regarding the Gabala summit were published in the Russian media. The aim of these articles was to create a negative impression among readers.

According to Modern.az, political scientist Elkhan Shahinoglu stated that it can be concluded that the articles published in leading Russian media about the Gabala summit of the Organization of Turkic States were prepared in the same center:

"The sentences in the articles also resemble each other. The Russian media, in the articles it published, tried to create a negative impression among readers about the summit's outcomes. The Kremlin-controlled media highlighted 3 main points. Firstly, they wrote that President Ilham Aliyev's proposal in his summit speech regarding joint military exercises of the Organization of Turkic States next year was allegedly not supported by other members. Secondly, the Turkic states of Central Asia do not want to officially recognize the Turkish Republic of Northern Cyprus at Turkey's request. Thirdly, Turkmenistan does not want to be a member of the organization as before.

The leaders who spoke at the summit made various proposals, and all these proposals will be investigated. In this regard, the probability of Ilham Aliyev's proposal regarding joint military exercises being realized is high. The Russian media draws attention to the fact that after Ilham Aliyev proposed joint military exercises, the leaders of other member states did not comment on this proposal. The Kremlin-controlled media incorrectly concluded from this that the leaders of Central Asian countries are not interested in joint military exercises. If that were the case, Ilham Aliyev also did not comment on the proposals of other leaders. However, this does not mean that Ilham Aliyev will not be interested in the realization of the proposals of the Presidents of Kazakhstan and Uzbekistan on various topics. Kremlin media also wrote that Kazakhstan, being a member of the Collective Security Treaty Organization, will not participate in military exercises within the framework of the Organization of Turkic States. However, Turkey and Azerbaijan have expanded military cooperation with Kazakhstan, and military exercises at various levels have been held between the three states in recent years".

The political scientist noted that regarding the membership of the Turkish Republic of Northern Cyprus in the Organization of Turkic States, Turkey and Azerbaijan support the membership of this state, while Central Asian countries approach this issue cautiously:

"The Russian media claimed that Central Asian countries did not recognize the Turkish Republic of Northern Cyprus in Gabala. However, this issue was not on the agenda in Gabala. The main issue is to ensure the transition of the Turkish Republic of Northern Cyprus from observer status to full membership status in the Organization of Turkic States. This is a matter for the future, but the mere fact that the President of the Turkish Republic of Northern Cyprus sat at the common table with the leaders of the Turkic states is a step forward. Turkmenistan's interest in the organization has also increased. A few days before the Gabala summit, the Russian media wrote that Turkmen leader Gurbangulu Berdimuhamedov would not participate in the meeting. Just as most of what the Russian media wrote was false, these “predictions” also did not come true. In fact, what the Russian media wrote has shown that the Kremlin is concerned about the increasing integration among Turkic states".
