The National Solidarity, Brotherhood and Democracy Commission of the Grand National Assembly of Turkey (TBMM) has completed the report it prepared within the framework of the goal “Turkey Free from Terror”.

Modern.az, citing Turkish media, reports that the commission's chairman, TBMM Speaker Numan Kurtulmuş  noted that the report consists of 7 main sections and that the document includes the process of the PKK disbanding itself and laying down its arms, proposals for legal regulation related to this stage, and recommendations for democratization.

The National Solidarity, Brotherhood and Democracy Commission, established with the aim of “Turkey Free from Terror”, held its 21st meeting in the Ceremony Hall of the TBMM. The meeting was chaired by TBMM Speaker Numan Kurtulmuş.

Speaking at the opening of the meeting, Kurtulmuş noted that the first section of the report describes the commission's activities and work process in detail. The second section is dedicated to the commission's main objectives. The third section analyzes the historical roots of Turkish–Kurdish brotherhood and the legal framework of these relations. The fourth section includes points of general agreement formed based on the speeches of individuals heard by the commission. The fifth section is dedicated to the process of the PKK disbanding itself and laying down its arms, the sixth section to proposals for legal regulation related to this process, and the seventh section to recommendations for democratization. The report concludes with a final evaluation.

According to the commission chairman, in addition to the main report, five appendices have been prepared to date. These appendices include a list of commission members, the commission's rules of procedure, links to digital copies of reports submitted by political parties, a summary of the first 20 meetings, and a list of institutions and individuals heard. Speeches by representatives speaking on behalf of political parties at the 21st meeting will also be added to the final protocol of the meeting.

Kurtulmuş emphasized that Turkey is going through a historical phase regarding the problem of terrorism. According to him, terrorist activities that have depleted the country's resources for many years have weakened social ties and limited politics to security reflexes. The TBMM Speaker stated that after the Cold War, terrorist organizations became tools of fragmentation policies in the region, and that the complete elimination of this threat and the establishment of lasting peace is a historical responsibility.

“Turkey's answer is more brotherhood and more integration,” – Kurtulmuş noted. In his opinion, a natural alliance formed jointly by Turks, Kurds, Arabs, and other peoples living in the region will thwart fragmentation scenarios.

The TBMM Speaker added that the permanent solution to the problem of terrorism should not be limited solely to security measures; political legitimacy, public acceptance, and democratic opportunities must be strengthened simultaneously. He stated that removing terrorism from Turkey's agenda is a historical responsibility for everyone.

According to Kurtulmuş, the report prepared by the commission reflects an approach that is based on the state's principle of legal certainty, takes into account the sensitivities of public conscience, and maintains the balance between freedom and security. The report also serves as a roadmap for administrative and legal steps to be implemented in parallel with the secure verification of arms being laid down.

The TBMM Speaker concluded by noting that the goal of “Turkey Free from Terror” serves a broader vision of a region free from terror, and every step that strengthens internal stability further reinforces Turkey's regional and global role.
