In recent years, a significant portion of disputes arising between consumers and manufacturing entities is precisely related to the digital sphere.

Modern.az reports that these remarks were made by Jafar Babayev, First Deputy Chairman of the State Antimonopoly and Consumer Market Control Agency, at a forum held on March 15 – World Consumer Rights Day, on the topic of “Consumers in the Modern Digital World: E-commerce, Digital Services, and Security Issues.”

He stated that, according to analyses for 2025, approximately 30 percent of applications received by the Agency regarding disputes between consumers and manufacturing entities are precisely related to the digital sphere:

“These figures are not based solely on our data; they are also reflected in analyses conducted by other state bodies. For instance, according to recent data released by the Central Bank, the volume of cashless payments on e-commerce platforms is increasing every year.”

C. Babayev emphasized that the Agency possesses powers and mechanisms established by legislation for the protection of consumer rights in this area:

“In addition, we do not limit ourselves to legal mechanisms alone. We also strive to use ‘soft power’ tools such as awareness-raising and cooperation. Disputes arising in the electronic and digital spheres indicate that approaches different from traditional consumer-entrepreneur relations are now required. Therefore, we continue meetings with owners of electronic platforms and entrepreneurs,” the Agency official added.
