An increase in population is observed in Baku and its surrounding villages and settlements. This, in turn, increases the use of transport, including buses, creating a need for new route lines and buses.
The Azerbaijan Land Transport Agency, responding to an inquiry from Modern.az regarding the issue, stated that the organization of additional and inter-settlement lines is planned to increase accessibility to public transport in Baku and its surrounding areas:
“Both the renewal of buses on existing routes and changes to lines are being made, taking into account the road infrastructure, to ensure increased accessibility. Additionally, new intra-settlement routes are being organized, considering the condition of the road infrastructure and passenger demand. Within the framework of continuing work in this direction and forming Baku city's route network, the organization of additional auxiliary and inter-settlement lines is envisaged”.
AYNA noted that dense construction and the lack of a final stop for buses in several surrounding settlements create difficulties:
“One of the main difficulties is that the road infrastructure is not suitable for the free movement of public transport vehicles. Furthermore, the dense construction in many villages and settlements, coupled with the lack of suitable conditions for vehicles to make their final stop, creates difficulties in connecting certain areas”.
It was noted that the development of other modes of transport is generally positively evaluated in terms of reducing motorization and impacting traffic congestion:
“The development of various passenger transport modes will generally have positive effects on bus transport. In such cases, the re-formation and adaptation of public transport lines will be carried out gradually”.
The organization added that buses are purchased and operated by legal and physical entities engaged in passenger transportation activities:
“This is achieved both through carriers participating in tenders and by renewing existing lines under their operation. Currently, 2300 buses operate in Baku daily, with the initial target being to increase this number to 2800".
“BakuBus” LLC informed Modern.az that an additional 200 electric-powered buses were purchased by the end of 2025 for the electric bus fleet and are being gradually introduced to route lines. Currently, the “BakuBus” LLC bus fleet comprises a total of 1494 buses.
