From victory to wisdom: The new era of Azerbaijan's urban planning strategy

The historic Victory gained by Azerbaijan in the 44-day Patriotic War laid the foundation for the construction of a new civilization in the region. Every structure erected in the liberated territories is an expression of our state's unwavering will through the language of architecture. This grand construction movement derives its genesis philosophy—that is, the wisdom of creation and connection to roots—from Azerbaijan's centuries-old urban planning traditions.

The declaration of 2026 as the “Year of Urban Planning and Architecture” by the relevant Decree of President Ilham Aliyev is the strategic roadmap for this national revival. This stage can be characterized by four important terms:

1. New Urban Planning Paradigm

Azerbaijan presents an entirely new development paradigm in the liberated territories. This approach envisions cities not merely as collections of buildings, but as technologically advanced and human-centered living spaces. The "Smart City" concept is a key pillar of this model.

2. Response to "Urbanocide": Restoration of Historical Memory

During thirty years of occupation, our homelands were turned into ruins and subjected to systematic urbanocide (the destruction of urban culture). Today, the restoration work carried out in these territories heals the wounds of the past and rehabilitates our national memory.

3. "Construction Diplomacy" and Global Cooperation

The projects implemented by Azerbaijan have forged a strong "construction diplomacy" on the international stage. The utilization of engineering expertise from various countries in the restoration of Shusha and other cities enhances Azerbaijan's global partnership opportunities and economic influence.

4. "Soft Power"

A modern and aesthetic urban planning strategy strengthens Azerbaijan's soft power potential in the international arena. The World Urban Forum (WUF13) to be held in Baku in 2026 will showcase our country's intellectual leadership and peacemaking construction mission in this field to the world.

In conclusion, it should be noted that 2026 marks the beginning of a new "golden age" in Azerbaijan's urban planning history. We are building not only destroyed buildings but also the modern and civilized face of the future.
