It was announced some time ago that the exemplary structure of the executive authorities' offices of Khazar, Garadagh, Sabunchu, Surakhani, Pirallahi, Binagadi, Sabail, Nasimi, Narimanov, Nizami, Khatai, and Yasamal districts of Baku city had been updated. Within the framework of the changes made, a number of departments were abolished and replaced by sectors, while some departments were merged. According to the structural change, the activities of these sectors will be carried out by the deputies of the executive heads. Also, the structure of the representations of the executive heads in administrative territorial districts has been updated. According to the decision, the structural changes will be completed within two months, and the redundant employees will be provided with jobs in other state institutions through the State Examination Center.

In response to our inquiry, it was stated that admission to public service and the filling of vacant administrative positions in local executive authorities are carried out in accordance with Articles 28 and 29 of the Law of the Republic of Azerbaijan “On Public Service”. These positions can be filled through competition, general interview, and internal interview.
Persons holding a valid public service certificate confirming successful completion of the test examination for the relevant public service position, persons with at least 10 years of work experience in positions whose list is approved by Decision No. 7 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 12, 2023, in state bodies (institutions), persons holding a Doctor of Sciences degree in the educational requirement (specialization) stipulated for filling a public service position, may participate in the interview stage of the competition; public servants serving in administrative positions in the state p to which the vacant position belongs or in other state bodies and holding a qualification degree corresponding to the classification of administrative positions, persons with at least 5 years of service experience who have worked in administrative positions in a state p, persons serving (performing service) in the special type of public service stipulated in Article 2.3 of the Law of the Republic of Azerbaijan “On Public Service” and holding a special (military, diplomatic) rank, persons with at least 5 years of service (performance) experience in the special type of public service stipulated in Article 2.3 of the Law of the Republic of Azerbaijan “On Public Service” and who have worked in positions requiring a special (military, diplomatic) rank, persons with at least 10 years of work experience in positions whose list is approved by Decision No. 7 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 12, 2023, in state bodies (institutions), persons on the reserve personnel list due to the liquidation of a state p, reduction in the number or staff of public servants, persons holding a Doctor of Sciences degree in the educational requirement (specialization) stipulated for filling a public service position, may participate in the general interview; public servants serving in administrative positions in the state p that submitted the vacant position and holding a qualification degree corresponding to the classification of administrative positions, persons retained as reserve personnel in a state p where an internal interview is announced due to the liquidation of the state p, reduction in the number or staff of public servants, persons applying for positions corresponding to the first-third classifications of administrative positions in 1st-3rd category state bodies, as well as for positions corresponding to the fourth classification of administrative positions (department heads and advisors, assistants to the head of that state p) in central executive authorities belonging to 2nd category state bodies and bodies equated to them (Supreme Attestation Commission under the President of the Republic of Azerbaijan, Secretariat of the Interdepartmental Commission for the Protection of State Secrets under the President of the Republic of Azerbaijan) may participate in the internal interview.
It was noted that, according to the Law, admission to public service for administrative positions, with the exception of deputy head positions of city, district, and city district executive authorities of the Republic of Azerbaijan (hereinafter – local executive authorities), is carried out through competition, while the filling of administrative positions is carried out based on competition, general interview, and internal interview.
