In Azerbaijan, 8 state agencies have been abolished in the last 2 months, while some agencies with similar profiles have been merged.
Modern.az reports that the absolute majority of these agencies operated in the Nakhchivan Autonomous Republic. Since November, 3 state agencies have been abolished in Nakhchivan, and a number of agencies have been merged.
It should be noted that significant changes have recently been made to the management and institutional structure in the Nakhchivan Autonomous Republic. These changes are mainly accompanied by the abolition of individual state agencies, the centralization of powers, and the merger of some structures.
One of the abolished agencies was the State Energy Service of the Autonomous Republic. The agency was established in 2017 and was responsible for the production, transmission, supply of electricity, and state regulation in this field. However, based on the decree signed by Ilham Aliyev in November 2025, the transfer of electricity supply in Nakhchivan to Azerishig OJSC eliminated the functional importance of this agency, and consequently, the service was abolished.
A similar process occurred in the gas sector. In December 2025, the Gas Operation Service of the Nakhchivan Autonomous Republic was abolished, and thereafter, the Azerigaz Production Union will oversee gas supply in the region. The transfer of the main assets on the agency's balance sheet to SOCAR's Gas Export Department formed the technical and institutional basis for this transition. It should be noted that the aforementioned service was established in 2019.
Structural changes have also been made in the social sphere. Thus, today the Medical Social-Expert Commission of the Nakhchivan Autonomous Republic has been abolished. This commission, operating since 2008, performed important functions such as determining disability levels, assessing work capacity, and identifying rehabilitation needs. According to the new decision, these powers have been transferred to the Ministry of Labor and Social Protection of the Population of the Autonomous Republic. This change is regarded as the centralization of social expertise mechanisms.
In parallel, a process of optimization through merger is also being implemented in Nakhchivan. The “Nakhchivanpost” LLC, “Nakhchivan Telecom” LLC, and the “Nakhchivan Autonomous Republic Radio-Television Transmission Center” public legal entity, operating under the Ministry of Digital Development and Transport, have been merged, and based on them, the “Nakhchivan Post and Telecommunication Center” LLC has been established. The powers of the general meeting of the new entity have been transferred to the Cabinet of Ministers of the AR and the Ministry of Economy of the AR.
In parallel with the structural optimization in the Nakhchivan Autonomous Republic, a process of abolishing some agencies has also been carried out within the Ministry of Science and Education of Azerbaijan. Thus, in December 2025, the “Nafta”, “Ashgar”, and “Kompozit” Scientific Production Union, subordinate to the Ministry of Science and Education, was abolished.
