The proposals made for the elimination of deficiencies identified as a result of the audit conducted by the Chamber of Accounts at the Agrarian Credit and Development Agency under the Ministry of Agriculture have not yet been implemented.
According to information obtained by Modern.az from the official website of the Chamber of Accounts, in accordance with the Chamber's Work Plan for 2024, an audit covering the years 2021–2023 was conducted with the aim of evaluating the efficiency and effectiveness of state support for the breeding livestock sector. During the audit, all stages of state support in the breeding livestock sector - the acquisition of breeding animals, the provision of subsidies, the application of concessions, and control mechanisms - were investigated.
Serious discrepancies were identified during the inspections. Specifically, as a result of monitoring, it was determined that 4,456 head of large and small ruminant breeding animals, financed by the state under preferential terms, were not actually present in farmer households. The concession amount financed by state funds for these animals exceeded 5.1 million manats.
Furthermore, during the audit, it was revealed that 8 head of breeding animals had already died by the date decisions were made regarding their financing. It was also noted that there were differences between the sales prices indicated in the documents and the actual import value for thousands of breeding animals, and in this case, a concession amount of 10.2 million manats was financed without investigating the risks.
The Chamber of Accounts of the Republic of Azerbaijan recommended the recovery of funds paid through concessions in connection with these identified deficiencies. However, according to the Chamber, these recommendations have not been implemented to date, and the issue is currently in “ongoing monitoring” status.
