In October last year, an operation was carried out by the State Security Service (DTX) in the Balakan District Executive Authority, and Islam Rzayev, who was the head at that time, was detained.
Some time after this, Natig Aghayev was appointed head of the executive power in the district.
Yesterday, the head made a decision regarding a number of personnel changes in the executive authority.
It is interesting to know what has changed in the district since Natig Aghayev's appointment as head?
Modern.az contacted Nasib Mahamaliyev, the Member of Parliament elected from Balakan, to get answers to these questions.
In a statement to our website, the MP stated that he has already met with the new head twice:
"I have met with the newly appointed head of the executive power. We have met twice. Our first meeting was related to general events. The second time, I participated in a reporting meeting. In the report on the results of 2025, the work done and shortcomings identified during the past period were discussed, and an exchange of views was held regarding the tasks and obligations facing the district in 2026. I am fully confident that the district has gained a good leader."

The MP from Balakan also spoke about the changes that have occurred in the district since the new head took office:
"From the very first day, he has been working intelligently, systematically, and in stages to eliminate some negative processes inherited from the past in the district. This is highly appreciated by the population. I can give a few examples. During the previous head's tenure, street vending was rampant. Even in the central streets of the city, there was a chaotic situation, a primitive environment reminiscent of the early 90s, which was not in line with the city's aesthetic appearance or sanitary norms. The new head of the executive power has done quite a lot of positive work. He is doing good work related to the lighting of city streets, systematization of the electricity infrastructure, modernization of infrastructure, and water management. He is carrying out work towards clearing out old, already defunct, officials who interpreted their work in a personal sense, and marionette officials who executed any illegal orders just to maintain their positions, which I welcome positively. Most importantly, since his arrival, he has been meeting with people in all villages and settlements, familiarizing himself with their problems, and achieving their resolution within the scope of possibilities. In matters beyond the district's capabilities, he naturally makes appeals to central executive structures. This indicates the positive quality of his work. It is a good sign that his work is positively received by the people. Currently, the atmosphere in the district is very positive; the new head is a leader unequivocally accepted by the population. Finally, I want to say that our relations with the new head have been on a working basis, and as someone who has worked in the district for some time, it is quite normal for me to express my views and positions."
