The scarcity of public restrooms in public places in Baku is a fact that causes dissatisfaction among the population. Primarily, placing public restrooms in parks, underground passages, near any public transport stops, and generally in public spaces with high population density is an unequivocal rule.

In Baku, this service sector is partially distributed. Although the Baku International Bus Terminal and the Seaside Boulevard Department are responsible for the facilities within their respective territories, the primary responsibility lies with the Baku City Executive Power.

In response to an inquiry from Modern.az, the Seaside Boulevard Department stated that a total of 15 public restrooms operate under the organization's balance.

“These public restrooms are located in various convenient parts of the boulevard area.

The number of existing public restrooms has been determined considering the size of the area and the daily visitor flow. No complaints regarding their scarcity have been received by the Department to date. The operation of public service areas within the national park is regulated taking into account periods of increased human density, especially during holidays, and during these times, the work regime is organized in an intensified manner. The operational status of the existing facilities is kept under control”.

The Department stated that public restrooms are repaired as needed, depending on their operational lifespan.

The Baku International Bus Terminal Complex (BBAK) stated that services in the aforementioned direction are available within the Bus Terminal and are under the organization's control:

“Within the complex, public restrooms meeting modern standards operate on the 1st, 2nd, and 3rd floors, where passenger density is most observed. Compliance with cleanliness and hygiene standards in the public restrooms, as well as control over the uninterrupted operation of the relevant technical structure, is carried out by tenants on a contractual basis. To ensure passenger comfort, the technical condition and cleanliness of the public restrooms are checked daily.

Baku Metro CJSC informed our website that the creation of public restrooms for passengers within the stations is not foreseen:

“During the design and construction period of the Baku Metro stations, the placement of public restrooms for passengers was not envisaged. We also state that, in accordance with safety requirements, the commissioning of public restrooms for general use by passengers in the existing metro stations is currently not considered appropriate”.

It should be noted that the main responsible p for this area - the Baku City Executive Power - did not respond to our phone calls.
