Documentation problems are being experienced in numerous apartment-type buildings constructed in residential areas around Baku, particularly in Khirdalan city and Masazir settlement. Thousands of citizens are not being issued extracts (title deeds) for the apartments they have purchased.
According to Modern.az, real estate expert Elnur Farzaliyev stated that serious legal violations committed by entrepreneurs lie at the root of the issue. According to the expert, the main reason for the problems is the falsification of documents during construction:
"Most of these buildings are registered not as "multi-apartment buildings" but as "individual residential houses" in the documents. Although the maximum height for an individual residential house is set at 12 meters by legislation, entrepreneurs violate both this norm and other technical standards during construction."
E. Farzaliyev emphasized that through this method, both state bodies and citizens seeking to purchase affordable apartments are deceived. Since the documents do not correspond to the actual construction, the relevant authorities refuse to issue extracts. As a result, citizens can neither acquire property rights nor register their residence in the apartments.
According to the information, only 15% of the apartments on the market possess legal documents. The reason for the low price of apartments in these buildings is not their quality, but the excessively small size of the areas.
