It is proposed to increase pensions and review the rule for deducting overpaid pensions.
According to Modern.az, this was reflected in the “Report of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan for 2025” which was discussed at today's meeting of the Human Rights Committee of the Milli Majlis.
The Ombudsman puts forward the following proposals in the field of pensions:
- increasing all pension amounts determined prior to the increase in the minimum labor pension, regardless of their initial amount, proportionally to the respective increase or by a determined amount (or percentage);
- considering that the overpayment of labor pension and supplements to labor pension did not occur due to the pensioner's fault, that this situation is related to functional deficiencies in the activities of the relevant institution, and that subsequent deductions worsen the social situation of the labor pensioner, the period stipulated in Article 39.1 of the Law "On Labor Pensions" for deducting the amount of overpaid labor pension and supplements to labor pension from the labor pension should be reduced to 1 year (currently, this deduction is intended to be made for the last 3 years);
- including persons with at least 35 years of work experience in public service in the list of persons entitled to labor pension under preferential conditions, and making relevant amendments to the Law "On Labor Pensions" in this regard;
- with the aim of increasing efficiency in ensuring the employment of unemployed persons nearing retirement age, replacing the two-year period stipulated for such persons with a five-year period in paragraph 1.2 of the "Rules for Organizing Self-Employment" approved by Decision No. 168 of the Cabinet of Ministers dated May 13, 2020, as well as making amendments in the same paragraph to include persons with three or more children under their care, with the aim of strengthening the social protection of large families;
