The Decision of the Milli Majlis dated December 19, 2025, regarding the declaration of amnesty on the occasion of the "Year of Constitution and Sovereignty" has been applied to 18,203 individuals by the Penitentiary and Probation services of the Ministry of Justice, as well as the Investigation Department, together with prosecutor's offices and judicial bodies, from December 22, 2025, to March 31, 2026.
Information regarding this was provided by the Ministry of Justice in response to an inquiry from Modern.az.
It was reported that 5,310 of the individuals to whom amnesty was applied were released from imprisonment for a certain period, and 10,226 were released from penalties not related to deprivation of liberty. In addition, the sentences of 2,648 individuals convicted of deprivation of liberty were reduced by 6 months. And 19 individuals were released from criminal liability (under the investigative jurisdiction of judicial bodies).
Among the individuals serving sentences in penitentiary institutions, 20 individuals for participating in the Patriotic War and 18 individuals for reaching the age of 60 by the date the decision came into force were also among those released from punishment.
Of the individuals to whom amnesty was applied, 1,309 committed crimes that do not pose a great public danger, 15,996 committed less serious crimes, and 898 committed serious crimes.
In total, of the individuals to whom amnesty was applied, 17,292 are men (86 of whom are minors), and 911 are women (1 of whom is a minor).
The execution of the amnesty act is ongoing.
