Recently, Shahin and Vugar Qadirov brothers from Arduşlu village of Lachin region shared statuses on their personal accounts on "Facebook" social network, consisting of baseless claims that would harm the activities and reputation of the State Committee for Affairs of Refugees and Internally Displaced Persons, as well as insulting and slanderous expressions addressed to Eldar Zeynalov, Head of the Committee's Apparatus.
Regarding the issue, the State Committee for Affairs of Refugees and Internally Displaced Persons informed Modern.az that Shahin Qadirov was temporarily registered as an internally displaced person in dormitory No. 2, located on Binagadi highway, Binagadi district, which is on the balance of the State Agency of Azerbaijan Automobile Roads. He applied to the Committee with an application at various times to be provided with an apartment by the state and was received and heard by the leadership. The applicant was officially informed that there was no vacant living space in the Committee's fund for temporary accommodation of internally displaced persons, and that the issue of providing him with a house in his native village after the reconstruction of Arduşlu village, where he was displaced, would be considered within the framework of existing rules.
Considering Shahin Qadirov's re-application to the Committee, he was received by Eldar Zeynalov, Head of the Apparatus, on April 8, 2026. The applicant, citing that he currently lives in rented and relatives' houses intermittently, insistently demanded to be provided with a two-room house in one of the settlements liberated during anti-terrorist operations.
During the investigation conducted by the members of the "Permanent Settlement Commission" operating in the Committee, it was determined that Sh. Qadirov was officially divorced from his wife, and for this reason, according to the Rule approved by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan dated February 24, 2017, No. 65, he could only be given a one-room house. He was informed about this, as well as that there is currently no one-room house among the restored houses in the settlements liberated during anti-terrorist operations, and that his application will be positively resolved if there is a house suitable for the mentioned living space in the future.
After all the above, seeing that his baseless demands were not met, Shahin Qadirov, together with his brother Vugar Qadirov, shared their biased opinions of slander and defamation against the State Committee and its official on their social media accounts, and tried to create public confusion and distrust in the state institution to secure their interests.
The State Committee for Affairs of Refugees and Internally Displaced Persons of the Republic of Azerbaijan draws the attention of citizens to the fact that the dissemination of deliberately false, discrediting information (slander and insult) against a state p or official creates legal responsibility according to the legislation of the Republic of Azerbaijan, and reserves the right to apply to the court for taking appropriate legal measures regarding their illegal actions.
