The education and specialization indicators of the executive heads leading various cities and regions of Azerbaijan are quite diverse. Among them are historians, lawyers, economists, engineers, doctors, and even specialists in veterinary and agricultural fields. While some executive heads have studied at several higher education institutions, the specialization of some is not disclosed at all.

Modern.az has investigated in which fields the executive heads received their education.

Baku city executive head Eldar Azizov studied at the history faculty of Azerbaijan State University. The mayor of Baku, who graduated from the university with honors in 1979, is a historian by profession. 

Niyazi Bayramov, who heads Ganja city, is a lawyer by profession. He also studied at Baku State University. 

Sumgayit city executive head Zakir Farajov studied at the Faculty of "Industrial Economics" at the Institute of National Economy, now Azerbaijan State University of Economics, in 1975, at the age of 21. He is an economist by profession. 

Lankaran city head Taleh Garashov graduated from the Azerbaijan Institute of Civil Engineering, now Azerbaijan University of Architecture and Construction, in 1987, and from the Baku Institute of Political Science and Social Management (Academy of Public Administration). 

Although it is not stated on the executive authority's website where Sheki city executive head Elkhan Usubov received his higher education, it is emphasized that he is an electrical engineer and an economist. 

Yevlakh city head Anar Tagiyev graduated from Baku State University in 2001 and from Moscow State Regional University in 2005. He is a lawyer by profession. 

It is specifically noted that Mingachevir city executive head Ilham Ismayilov graduated from the university with honors. It should be noted that the head studied at the Azerbaijan Polytechnic Institute (Azerbaijan Technical University) and is an engineer by profession.

It is not stated on the executive authority's website where Binagadi District Executive Authority head Elkhan Allahverdiyev received his education until the age of 28. However, it is noted that he completed his postgraduate studies at the Institute of Soil Science and Agrochemistry of the Azerbaijan National Academy of Sciences in 1988. 

Yasamal head Elshad Hasanov, who was a deputy for one term, is a lawyer by profession. He studied at the law faculty of Baku State University from 1992-1997. He then completed his postgraduate studies at the same university. 

Narimanov district executive head Elgun Habibullayev graduated from the Faculty of Finance and Credit of Azerbaijan State University of Economics. It is also noted on the executive authority's website that he completed management courses at Harvard Business School.

There is also a doctor among the executive heads. Tahir Budagov, who was recently appointed as the executive head of Nasimi district, graduated from the Azerbaijan State Medical Institute. He continued his education in clinical residency from 1987-1989 and in postgraduate studies from 1989-1992. He is a candidate of medical sciences. The executive head continued his profession only until the age of 34. He was the chief physician of the Rehabilitation Center for Disabled People from 1997-1999.


Pirallahi district executive head Vasif Imanov graduated from the Azerbaijan Institute of Civil Engineering, and also from the Academy of Public Administration under the President of the Republic of Azerbaijan in 2004. He also worked as an engineer-mechanic and chief mechanic for some time.

Adil Valiyev, who heads Sabunchu district, studied at the law faculty of Azerbaijan State University. He is a lawyer by profession.

Sabail district executive head Vugar Zeynalov is a graduate of Azerbaijan State University of Culture and Arts, as well as the Faculty of "State and Municipal Administration" of the Academy of Public Administration under the President of the Republic of Azerbaijan. Although it is not separately stated what specialization he studied at ADMIU, he worked as a chief specialist and director in several areas of culture. 

Surakhani district executive head Adil Aliyev graduated from the M.V. Frunze Higher Naval Academy in St. Petersburg, Russia, in 1992. He is a military man by profession.

Khatai district executive head Rafiq Guliyev studied engineering-economics at the Azerbaijan State Oil Academy from 1993-1999. He then continued his education in "State and Municipal Administration" at the Academy of Public Administration under the President of the Republic of Azerbaijan.

Elshan Salahov, who heads Khazar district, received a bachelor's degree in international economic relations at Khazar University and a master's degree in finance at Azerbaijan State University of Economics in 2005.

Absheron district executive head Abdin Farzaliyev entered the "Chemistry-Biology" faculty of the Azerbaijan State Pedagogical University named after N. Tusi in 1985. In 2001, he graduated from the "State and Municipal Administration" faculty of the Academy of Public Administration under the President of the Republic of Azerbaijan. 

Aghjabadi District Executive Authority head Rafil Huseynov graduated from the journalism faculty of Azerbaijan State University in 1976 and from the "Economics of Agricultural Production" faculty of the Azerbaijan Agricultural Institute in 1989. He is a journalist and economist by profession.

Aghdam district executive head Vagif Hasanov studied history at Azerbaijan State University in 1986, political science at the Baku Institute of Social Management and Political Science in 1991, and "Development of Mineral Deposits" and "Development and Operation of Oil and Gas Fields" at the Azerbaijan State Oil Academy in 2003. He is a historian, politician, and oilman. 

Aghdash district executive head Orkhan Huseynzade graduated from Baku State University and from the Academy of Public Administration under the President of the Republic of Azerbaijan in 2013. His specific specialization is not stated on the official website of the executive authority.

Seymur Orujov, who heads Aghstafa district, graduated from the bachelor's and master's degrees of Azerbaijan State University of Economics. The head of the district, who studied at the Faculty of Finance and Credit, worked as a teacher at the university for some time. 

Aghsu district executive head Rovshan Bagirov studied at the Azerbaijan Institute of National Economy. He specialized in petrochemicals.

Astara district executive head Gazanfar Aghayev graduated from the Azerbaijan Institute of Technology and from Azerbaijan State University of Economics in 2002. He is an economist by profession. 

Beylagan District Executive Authority head Aziz Azizov graduated from the Institute of Oil and Chemistry named after M. Azizbayov. He studied this higher education with an engineering specialization.

Barda district head Vidadi Isayev graduated from the Azerbaijan Pedagogical Institute (now Azerbaijan State Pedagogical University) in 1980. He is a historian by profession.

Bilasuvar district executive head Faiq Gurbatov studied history-history teacher at the history faculty of Baku State University. He then continued his education in administrative management at the "State and Municipal Administration" faculty of the Academy of Public Administration under the President of the Republic of Azerbaijan from 1998-2001. In 2002, he completed the training course of the World Tourism Organization.

Jabrayil district executive head Kamal Hasanov graduated from the Azerbaijan Institute of National Economy, specializing as an economist. His colleague Rafiq Jalilov, who heads Jalilabad district, graduated from the Azerbaijan Institute of National Economy in 1984 with an economist specialization.

Dashkasan district executive head Orkhan Abbasov studied at the "Accounting and Audit" faculty of the Azerbaijan State Agrarian University and is reported to have completed his bachelor's degree with honors.

It is stated on the official website of the executive authority that Fuzuli district executive head Ali Aliyev worked as an economist-agronomist after graduating from higher education.

Maharram Guliyev, who heads Goranboy district, graduated from the Azerbaijan Agricultural Academy.

Goychay district executive head Orkhan Mursalov studied political science at the "Political Management" faculty of the Academy of Public Administration under the President of the Republic of Azerbaijan from 2004-2008. He then received a master's degree in business administration (marketing) at Azerbaijan State University of Economics from 2010-2012.

Goygol district executive head Vugar Novruzov received a bachelor's degree in engineering-management at Azerbaijan Technical University, a master's degree in accounting and audit at Azerbaijan State University of Economics, and also a master's degree in "State and Municipal Administration" at the Academy of Public Administration under the President of the Republic of Azerbaijan.

Hajigabul district executive head Sevindik Hatamov studied at the engineering-mechanics faculty of the Azerbaijan Polytechnic Institute from 1981-1986.

Khachmaz district head Elnur Rzayev received a bachelor's degree in "Management in Business" and a master's degree in "Management of Production Systems" at Azerbaijan State University of Economics. He then continued his education in "State and Municipal Administration" at the Academy of Public Administration under the President of the Republic of Azerbaijan.

Khojaly district executive head Shahmar Usubov received an economist specialization by studying extramurally at the "Economics and Planning of Material and Technical Supply" faculty of the Institute of National Economy named after D. Bunyadzade.

Khojavand district executive head Eyvaz Huseynov graduated from the "Electronic Computing Machines" faculty of the Azerbaijan Polytechnic Institute named after Chingiz Ildirim. He is an engineer-system technician by profession.

Ismayilli district executive head Nahid Bagirov graduated from the law faculty of Azerbaijan International University in 1999 and from the international law faculty of Baku State University in 2006. He is a lawyer by profession.

Kalbajar district executive head Azer Gojayev graduated from the electroenergetics faculty of Sumgayit State University in 2007.

Kurdamir district head Elshan Hasanli received a bachelor's degree in "Administrative Management" at the Academy of Public Administration under the President of the Republic of Azerbaijan in 2006 and a master's degree in "Planning for Sustainable Development" in 2019.

Gakh district executive head Elvin Pashayev studied regional studies at the history faculty of Baku State University from 2000-2004.

Gobustan district executive head Adil Mammadov studied at the veterinary faculty of the Azerbaijan Agricultural Institute and graduated with that specialization in 1975.

Guba district executive head Ilgar Mahmudov graduated from the international law and international relations faculty of Baku State University with honors. He then received additional education in international economic relations at Azerbaijan State University of Economics, and also in law at Baku State University.

Gubadli district executive head Malik Isagov graduated from the Azerbaijan Institute of Oil and Chemistry in 1979.

Gusar district executive head Sahir Mammadkhanov studied "Accounting and Analysis of Economic Activity" at the economics faculty of Kalinin State University in Tver, Russian Federation.

Lachin district executive head Agil Nazarli studied law at the Science and Education Center "Tafakkur" University and state and municipal administration at the Academy of Public Administration under the President of the Republic of Azerbaijan.

Akbar Abbasov, who heads Lerik district, studied "General Economics" at the International Economic Relations faculty of Azerbaijan State University of Economics.

Masally district executive head Araz Ahmadov graduated from the Azerbaijan Pedagogical Institute of Russian Language and Literature.

Neftchala district executive head Mirhasan Seyidov studied at the "Tax and Taxation" faculty of Azerbaijan University.

Saatli district executive head Elmir Bagirov received a bachelor's degree in political science at the social sciences faculty of Baku State University in 2001. In 2003, he completed his master's degree in "World Political Processes and Theory of International Relations" at the Academy of Public Administration under the President of the Republic of Azerbaijan. He then received a doctorate in political sciences at the same academy, earning a Ph.D. in political sciences.

Sabirabad district executive head Siragaddin Jabbarov graduated from the Azerbaijan Polytechnic Institute. He is an engineer-mechanic by profession.

Samukh district executive head Ali Gojayev studied at the geography-biology faculty of Azerbaijan State Pedagogical University.

Siyazan district executive head Novruz Novruzov graduated from the Baku Institute of Social Management and Political Science in 1993.

Shamakhi district head Tahir Mammadov graduated from Mingachevir Polytechnic Institute with an economist specialization and from Baku State University with a lawyer specialization in 2011.

Rashad Tagiyev, who heads Shamkir district, studied law at the law faculty of Baku State University. He then received a master's degree in corporate law at Taras Shevchenko National University of Kyiv.

Shusha district executive head Bayram Safarov is an economist by profession.

Tartar district executive head Mustagim Mammadov graduated from the Azerbaijan State Institute of Technology in 1992 and from the Academy of Public Administration under the President of the Republic of Azerbaijan in 2002.

Tovuz district executive head Mammad Mammadov is an economist by profession.

Ujar district executive head Mansur Mammadov graduated from the Azerbaijan Polytechnic Institute in 1989 with an engineer-technologist specialization.

Yardimli district executive head Ayaz Asgarov graduated from the Moscow Institute of Meat and Dairy Products Technology and from the Azerbaijan University of Architecture and Construction in 2006.

Zagatala district executive head Mubariz Ahmadzade graduated from the mechanics faculty of the Azerbaijan Polytechnic Institute with an engineer-mechanic specialization.

Zangilan district executive head Ramiz Hasanov studied at the history faculty of Baku State University.

Zardab district executive head Mardan Jamalzade is a biology teacher and an economist by profession.

It should be noted that the higher education institutions and specializations of the executive heads of Shirvan, Binagadi, Nizami, Balakan, Imishli, Khizi, Gazakh, Gabala, Oghuz and Salyan districts are not mentioned on the official websites of the executive authorities.
