The MP proposes expanding the concept of a “terrorist organization”.
Modern.az reports that this was stated by MP Vasif Qafarov at today's plenary session of the Milli Majlis.
The MP stated that the concept of “establishing a terrorist organization” envisioned in the draft may lead to a limited interpretation in certain cases. According to him, in practice, terrorist activities can be carried out not only by organizations established for this purpose, but also by entities operating with various formal objectives.
V. Qafarov emphasized that organizations operating in religious, social, political, charitable, and other fields may deviate from their primary objectives and engage in, support, or finance terrorist activities. From this perspective, limiting the legislation solely to the concept of a “terrorist organization” is not the correct approach.
The MP proposed that the following clarification be included in the legislation: “A terrorist organization refers not only to an organization established for terrorist purposes, but also to any organization that, despite formally operating with other objectives, carries out, supports, or finances terrorist activities.”
In his opinion, this approach will expand the scope of the norm's application and prevent legal loopholes.
The MP added that to ensure uniformity in the application of the law, it is advisable to provide separate legal explanations for concepts such as “participation in terrorist activities”, “support”, and “financing”.
V. Qafarov also noted that regarding crimes committed using artificial intelligence, the framework of responsibility for technical expertise mechanisms and digital platforms should be defined more concretely.
