The tuition fees for the paid education of persons with special needs for social protection in educational institutions of Azerbaijan, excluding supplementary education, will be covered by the state.
Modern.az reports that an amendment is being made to the Law "On Education" in this regard.
The draft law will be considered at today's meeting of the Parliament's Science and Education Committee.
It was noted that, according to Article 14.8-1 of the Law "On Education", the tuition fee for persons with special needs for social protection during their paid education in educational institutions is paid from the state budget.
According to paragraph 8.2 of the "Rules on the Content, Organization of Supplementary Education and Issuance of Relevant Documents to Persons Who Have Received Education in Any Direction of Supplementary Education" approved by the decision of the Cabinet of Ministers, retraining education, repeated higher, secondary specialized and high technical vocational education, upgrading qualifications, and adult education are carried out only on a paid basis, and the relevant financial expenses are paid by the organization where the personnel works or by the personnel themselves. Thus, supplementary education is also paid for persons with special needs for social protection, and no funds are allocated from the state budget for their education.
The document notes that, in this regard, with the aim of eliminating the contradiction between the normative legal acts mentioned above regarding the aforementioned issue, relevant amendments of a clarifying nature are being made in Article 14.8-1 of the Law of the Republic of Azerbaijan "On Education".
