The State Examination Center will hold the admission examination (1st attempt) for master's programs of higher education institutions on February 15, 2026.

It was stated that the examination will be organized in Baku, Sumgayit, Absheron, Nakhchivan, Ganja, Mingachevir, and Lankaran, in a total of 88 buildings.
The examination venue for bachelor's degree holders is determined according to the actual place of residence they indicated in their “Personal Account”.
The examination starts simultaneously in all buildings at 11:00. The admission regime ends at 10:45, 15 minutes before the start of the examination. Participants arriving after this time will not be admitted to the examination building.
As you know, the listening comprehension skills of bachelor's degree holders in a foreign language are also tested in the examination. The examination begins with the audio playback of the listening text. Everyone must be in the hall 15 minutes before the start of the examination for preparation for the text playback and to ensure silence in the building.
The duration of the examination is 3 hours and 30 minutes. Three hours after the start of the examination, the time allocated for answering test questions ends, and the answer sheets are collected by the hall supervisor. After this, participants are distributed writing assignment (essay) sheets for the foreign language subject. 30 minutes are given for writing the essays.
We bring to the attention of examination participants that the information on the answer sheet is read by an optical device. Therefore, according to the requirements of optical devices, the answer sheet must be filled with a non-smudging ballpoint pen writing in black or dark blue ink, or with a dark-colored pencil. The circles designated for answers must be completely darkened with the specified type of pens or pencils. Answers marked in a manner inconsistent with the instructions, including corrections that result in the answer being considered incorrect by the optical device (e.g., darkening two circles for a multiple-choice question, etc.), will not be considered. In this regard, it is recommended that you mark your answers on the answer sheet only after you are completely sure, or darken the circles with a pencil to allow for any corrections on the answer sheet until the end of the examination. The answer sheet must not be damaged or torn. No appeals related to these circumstances will be accepted when reviewing appeals regarding examination results.

It is forbidden to bring mobile phones and other communication devices, electronic devices, calculators, electronic data carriers, books, notebooks, journals, lecture notes, information booklets, dictionaries, tables, bags, and other auxiliary materials into the examination building. We kindly ask participants not to bring extra items into the examination building. All these hinder the efficient organization of the admission regime and its timely completion.
For your information, applications were accepted online from January 14 to 26. A total of 22,780 bachelor's degree holders submitted applications to participate in the examination. Of these, 20,790 will take the examination in the Azerbaijani section, and 1,990 in the Russian section. Among the bachelor's degree holders, 15,391 are graduates of the current year, 7,389 are graduates of previous years, and 47 are foreign citizens.
The admission examination will be organized in 64 buildings in Baku, 6 in Sumgayit, 4 in Absheron, 6 in Ganja, 2 in Nakhchivan, 4 in Mingachevir, and 2 in Lankaran. It is expected that 16,499 bachelor's degree holders will take the examination in Baku, 542 in Nakhchivan, 1,533 in Ganja, 1,712 in Sumgayit, 1,235 in Absheron, 828 in Mingachevir, and 431 in Lankaran. For the administration of the examination, 88 general supervisors, 248 examination supervisors, 2,069 invigilators, and 297 admission regime employees (security) will be involved.
Bachelor's degree holders who have registered to participate in the examination can access the SEC's website from February 5 and print their “Examination Admission Ticket” using their “Personal Account” username and password. This ticket will contain information such as the city and building where the participant will take the examination, and other relevant details.
Bachelor's degree holders must bring the following documents with them when coming to the examination:
- The original of the identity document;
- The “Examination Admission Ticket”.
Individuals found with discrepancies between the specified documents, or lacking one of these documents, will not be admitted to the examination.
Currently, training seminars are being conducted with invigilators, examination supervisors, and security personnel who will participate in the examinations. All examination buildings are being inspected, and necessary conditions are being created in the halls for bachelor's degree holders to take the examination comfortably. To ensure security, on February 14, examination centers, halls, entrance-exit doors, and buildings will be sealed and placed under the protection of employees of the Main Security Department of the Ministry of Internal Affairs.
