The non-payment of scholarships to many students before the holiday caused serious dissatisfaction among them. Later, students put forward a proposal on social networks that delayed scholarships should be returned to them with interest.
It is interesting, to what extent is this realistic? In general, to what extent is it appropriate for higher education institutions to delay student scholarships?
Modern.az reports that education expert Ramin Nurəliyev, in a statement to "AzEdu.az" regarding the topic, noted that demanding the payment of additional interest would, in his opinion, be unfair and not considered a correct approach
"I would like to express an opinion regarding the delay in scholarships: there can certainly be certain reasons for this, but I do not consider it a correct approach to return them with additional interest due to the delay. This is because the reasons for the delay can be varied, and these delays are usually not long-term.
For example, sometimes a delay of 10 days, 15 days, or even 20 days can occur. This stems from various reasons and is not continuous in nature, meaning it does not happen all the time, but only during certain periods. I believe that this issue should be met with understanding".
The state already pays these scholarships:
"In such cases, demanding the payment of additional interest would, in my opinion, be unfair and not considered a correct approach. The state already pays these scholarships. Whether they are given 20 days earlier or later does not create a significant difference for the state.
Simply put, payments may be delayed by 10–20 days due to certain financial or other reasons. Demanding interest for these delays or putting forward such proposals does not seem logical to me. Even if the calls made in this direction have some degree of justification, their practical implementation seems difficult.
Consequently, the state pays these scholarships sooner or later, and delays may have certain objective reasons. For this reason, I believe it is correct to approach such situations with more understanding".
