From March 31 to April 10, 2026, training and internship programs will be organized by the Academy of Public Administration under the President of the Republic of Azerbaijan (APA) for a group of civil servants from the Republic of Kazakhstan and master's students of the Academy of Public Administration under the President of Kazakhstan.
Modern.az reports that at the opening ceremony of the training and internship program titled "Innovative Technologies in Public Administration," the Rector of APA, academician Urkhan Alakbarov, specifically emphasized that the innovative public administration model implemented by Mr. Ilham Aliyev, President of the Republic of Azerbaijan, plays a significant role in the sustainable development of the country.
It was noted that under the leadership of President Ilham Aliyev, consistent and systematic reforms are being implemented in Azerbaijan towards the application of modern technologies in public administration, large-scale digitalization, human capital development, strengthening of ecological approaches, and the formation of an innovation-based economic model. It was stated that as a result of this policy, Azerbaijan has become one of the countries in the region that successfully applies an innovative development model, widely uses modern management technologies, and effectively implements new approaches in public administration.
The Rector noted that Azerbaijan's experience in public administration generates international interest, and such training programs contribute to the expansion of experience exchange between countries.
Urkhan Alakbarov noted the existence of deep cooperation between APA and the Academy of Public Administration under the President of the Republic of Kazakhstan, and that joint activities are continuously carried out in the fields of public administration, education, and science. It was also emphasized that this program will make a significant contribution to further expanding cooperation in public administration between the two countries, strengthening experience exchange, and implementing future joint projects.
Alim Bayel, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Azerbaijan, greeted the event participants and stated that bilateral relations between Kazakhstan and Azerbaijan are successfully developing in all areas. He noted that cooperation between the two fraternal countries is dynamically expanding in the political, economic, humanitarian, educational, and public administration spheres.
The Ambassador emphasized that experience exchange, joint training programs, and academic cooperation in the field of public administration play a significant role in the development of relations between Kazakhstan and Azerbaijan. According to him, this program implemented between the Academy of Public Administration under the President of the Republic of Azerbaijan and the Academy of Public Administration under the President of the Republic of Kazakhstan serves the professional development of civil servants, the enhancement of modern management knowledge, and the further strengthening of cooperation between the two countries.
In his speech, the Ambassador of Kazakhstan provided information about the political and economic reforms implemented by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev. It was noted that at the initiative of President Tokayev, large-scale reforms are being carried out in Kazakhstan aimed at modernizing public administration, diversifying the economy, developing digital technologies, and improving social welfare. These reforms are aimed at further strengthening Kazakhstan's role at regional and international levels and ensuring the country's sustainable development. The Ambassador also emphasized that the strategic partnership and cooperation relations between Azerbaijan and Kazakhstan are successfully developed by Presidents Ilham Aliyev and Kassym-Jomart Tokayev.
Subsequently, the master's students - civil servants from Kazakhstan expressed that they came to Baku with special interest and their confidence that such programs would be continuous.
It should be recalled that within the framework of the training program, lectures and presentations will be organized for participants on topics such as digital transformation in public administration, digitalization in legislative activity, gender equality policy, tourism policy, environmental management, human rights, state sovereignty, and international relations. Additionally, within the program, participants are scheduled to visit the Milli Majlis, ASAN Innovation Center, Center for Analysis of Economic Reforms and Communication, Center for Analysis of International Relations, State Committee for Family, Women and Children Affairs, and other state institutions.
