Drivers in Baku report that they are unable to make card payments at “Lukoil” filling stations (YDM).
Citizens who contacted Modern.az note that only cash payments are accepted at the stations, and POS terminals are not working.
The reason for the problem at the filling stations has not been disclosed. We contacted the “Lukoil” representative office in Azerbaijan regarding the issue. An employee of the representative office confirmed the information in a statement to our website.
It was stated that a technical problem occurred with non-cash payments: "It is a temporary problem with the banks. The terminal will not work for now. We do not know when this problem will be resolved. But we know that this situation is temporary."
Experts, however, state that the problem is due to sanctions imposed by the US. It should be recalled that the US Department of the Treasury placed “Lukoil” and its 34 subsidiaries on the sanctions list on October 24, 2025. Following this decision, restrictions were placed on the company's dollar transactions, its assets in the US were frozen, and cooperation with American organizations was prohibited. It is reported that as a result of the sanctions, the company has faced serious difficulties in its international banking operations.
The impact of the sanctions is not limited to global operations alone. Due to banks' refusal to accept foreign payments, “Lukoil”'s foreign structures, including its operations in Azerbaijan, have also come under risk. The company announced on October 27 that it had put its foreign assets up for sale via Austria, and on November 5, it had reached an initial agreement for the sale of 100 percent of these assets to "Gunvor" company. However, US sanctions complicate the execution of the deal.
It should be noted that although “Lukoil Azerbaijan” is not directly on the US sanctions list, it is reported that difficulties are being experienced with the acceptance of card payments due to restrictions in international banking channels.
