Persons who died for the freedom, sovereignty, and territorial integrity of the Republic of Azerbaijan, went missing in connection with military operations, and are considered deceased in accordance with the procedure established by law, are regarded as martyrs.
Currently, those listed below hold martyr status:
- Those who died as a result of tragic events in Baku city, Lankaran and Neftchala districts in January 1990;
- Persons who died in the plane crash in Leninakan city, Armenia, on December 11, 1988;
- Citizens who died as a result of illegal actions or maneuvers of the Soviet Army in the Republic of Azerbaijan in the period from 1988 to January 1990;
- Civilian citizens who died or went missing as a result of Armenian aggression in border regions with Armenia and in Karabakh, as well as Armenian military provocations (attacks, strikes) in other territories of the country;
- Military personnel who died or went missing during military operations conducted for the territorial integrity of the Republic of Azerbaijan;
- Persons who died, went missing, or were declared deceased by a court decision while performing their official duties in connection with the freedom, sovereignty, and territorial integrity of the Republic of Azerbaijan in other events defined by the legislation of the Republic of Azerbaijan, including in military units in combat conditions during the ceasefire period, or in internal affairs, state security, and foreign intelligence agencies, as well as in the State Protection Service, the State Service for Special Communication and Information Security, and the State Agency for the Protection of Strategic Objects, during the execution of combat missions or tasks related to combat support;
- Military personnel who died or went missing while performing their official duties for the protection of the state border of the Republic of Azerbaijan.
What privileges and social security rights do martyr families have in Azerbaijan?
According to information obtained by Modern.az from the Ministry of Labor and Social Protection of the Population, the privileges and social security rights of martyr families are as follows:
One-time insurance payment - an insurance payment of 11,000 manats is made to the families of deceased military personnel (by the Ministry of Labor and Social Protection of the Population from January 1, 2022, if the date of the document confirming the insurance event is after December 31, 2020);
Financial assistance for organizing the funeral ceremony – payment of financial assistance in the amount of 3,000 manats to the parents (representatives) of the martyr for organizing the mourning ceremony (by the State Service for Mobilization and Conscription);
Pension of the President of the Republic of Azerbaijan (monthly) - the pension of the President of the Republic of Azerbaijan (700 manats) is paid to the martyr's family (by the Ministry of Labor and Social Protection of the Population);
Pension for loss of breadwinner (monthly) – if the martyr had pension rights, a pension for loss of breadwinner is paid to family members (by the Ministry of Labor and Social Protection of the Population);
Allowance (monthly) – if the martyr did not have pension rights, each family member receives an allowance of 140 manats for the loss of the breadwinner (by the Ministry of Labor and Social Protection of the Population);
Housing provision – the provision of apartments or individual houses to family members of martyrs registered as needing housing in local executive authorities until January 1, 2023, is carried out by the Ministry of Labor and Social Protection of the Population.
Psychological support - Psychological support is provided to family members of martyrs in the post-war period, using psychological methods such as individual and group consultations, and family therapies after initial diagnostics (by the Ministry of Labor and Social Protection of the Population);
Sanatorium-resort treatment - family members of martyrs are provided with sanatorium-resort vouchers (referrals) not more than once a year (for employed persons - from their workplace with vouchers (referrals) provided to employers by the Azerbaijan Trade Unions Confederation in accordance with paragraph 135 of the "Regulations on the Calculation and Payment of Benefits for Compulsory State Social Insurance and Benefits Paid at the Expense of the Insurer to Employees Temporarily Incapacitated for Work," approved by Decision No. 189 of the Cabinet of Ministers of the Republic of Azerbaijan dated September 15, 1998; for unemployed persons - by local bodies of the Social Services Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan and "DOST" centers on a rotational basis (within the country's borders with referrals from medical institutions, including travel expenses). At the same time, children under 18 years of age registered for a sanatorium-resort voucher (referral) are provided with a sanatorium-resort voucher (referral) together with an accompanying person.
Education - children of martyrs are exempt from paying tuition fees (by the Ministry of Science and Education);
Organization of self-employment - Family members of martyrs are ensured to be involved in the self-employment program out of turn as soon as possible, and within the framework of the program, assets in the form of goods and materials are provided to them to establish small family farms and enterprises;
Paid public works - Family members of martyrs are ensured to be involved in paid public works out of turn as soon as possible;
Co-financing of wages in social workplaces - Family members of martyrs are ensured to be involved in the program for co-financing of wages in social workplaces out of turn as soon as possible;
Creation of additional jobs beyond the quota - Admission of family members of martyrs to jobs in enterprises and financing of their wages up to 100%;
Creation of social enterprises and additional jobs, implementation of targeted programs - Implementation of special projects covering persons from vulnerable categories, including family members of martyrs;
Additionally - A number of concessions are provided for family members of martyrs in tax, labor legislation, etc.
It should be noted that, with the exception of the 11,000 manat insurance payment and 3,000 manat financial assistance for burial, the rights of military and civilian martyr families are equal.
