According to the information published by the State Statistical Committee in April 2025 on the execution of the municipal budget for 2024, the budget revenues of municipalities across the country increased by approximately 7.9 million manats (14.4%) compared to the previous year, amounting to nearly 63 million manats for the first time.
According to Modern.az, this was stated during the annual report of the p exercising administrative control over the activities of municipalities at today's meeting of the Regional Affairs Committee of the Milli Majlis.
Thus, according to the data obtained from the unified information system of municipalities, this indicator is projected to exceed the 60 million manat threshold by the end of 2025. (Exact data will be announced by the State Statistical Committee in the first quarter of 2026.)
It appears from this information that in 2025, positive results were achieved in the budget revenues of most municipalities, and compared to 2024, approximately 26% (7.2 million manats) more funds were received from land and property taxes into local budgets.
In terms of statistical figures, a sharp increase in total revenues was observed in the municipalities of Duran, Dash Salahli, Samukh, Yardimli, Mushkabad. Regarding the high amount of increase in revenues, it is possible to distinguish the municipalities of Sumgayit (over 841 thousand manats), Yasamal (over 574 thousand manats), Narimanov (over 533 thousand manats), Nasimi (over 481 thousand manats), and Masalli (over 423 thousand manats).
Methodological work carried out by the Ministry of Justice has been continued with the aim of forming sustainable income sources for local self-government bodies and expanding the participation of municipalities in ensuring the employment of the population. As a result of consistent work carried out with municipalities in this area, 4 new municipal enterprises were established in 2025 — Gadabay municipality (“Yaşıl Gədəbəy”), Khol Garabujag municipality (“Zəfər-Agro-2025”), Oghuz municipality (“Oğuz-2025”), Ismayilli municipality (“Ismayilli Agrarian and Repair-Construction Service Department”). The main activities of these enterprises include the production and sale of agricultural products, carrying out repair and construction works, and other issues.
Revitalizing the activities of enterprises established in previous years and carrying out work towards establishing new ones in the upcoming period are among the priority directions ahead.
