Violations encountered in the activities of municipalities primarily cover issues such as the management of municipal lands, the use of financial resources, ensuring transparency and accountability, municipal governance, and other matters.
According to Modern.az, this was stated at today's meeting of the Regional Affairs Committee of the Milli Majlis during the annual report of the p exercising administrative control over the activities of municipalities.
Based on the results of the analyses, the following characteristic shortcomings observed in local self-governance activities are indicated:
preparation of forged documents granting rights to others on behalf of the municipality;
sale of land plots belonging to municipal property based on forged documents;
unilateral decision-making by municipal officials regarding municipal property;
failure by municipal officials to implement measures stipulated in legislation regarding the use and protection of municipal lands;
embezzlement or wasteful expenditure of municipal property;
when land plots owned by the municipality are directly sold for the construction of individual residential houses, their price, as well as the initial price of lands put up for auction or tender, being set lower than their real value without considering the market price;
as a result of negligence by municipal officials, the low-level organization of the collection of local taxes and payments, including rental fees, thereby significantly deteriorating the financial situation of the municipality.
The main reasons for citizen complaints regarding the activities of municipalities have been investigated, and the analysis revealed that:
For Baku city, municipalities primarily encountered cases of illegal allocation of land plots in previous periods, violations of legislative requirements in the accounting of tax payment objects and the calculation of local taxes, and the inadequate performance of duties related to the resolution of issues of local importance, including landscaping and the protection of green spaces;
For regional municipalities, however, primarily non-compliance with legislative requirements regarding land allocation, occupation of municipal lands or their use for purposes other than their intended use, and the failure to take any measures towards returning illegally used lands, as well as lands whose lease term has expired, to municipal ownership and compensating for damages incurred, are among the shortcomings observed.
