Of the 81,711 acts received for review under administrative control during the year (including 1,935 municipal acts that underwent legal expertise at the Ministry of Justice of the Nakhchivan Autonomous Republic), it was determined that 79,448 (97.2%) acts complied with the legislation. For the amendment or annulment of 1,645 (2%) acts that contradicted the requirements of normative legal acts, proposals were submitted to the relevant municipalities in accordance with the Law of the Republic of Azerbaijan “On Administrative Control over the Activities of Municipalities”, while 618 acts (0.8%) were carried over to the next year.
According to Modern.az, this was stated during the annual report of the p exercising administrative control over the activities of municipalities at today's meeting of the Regional Affairs Committee of the Milli Majlis.
Based on the proposals submitted, 644 (0.79%) acts were annulled by municipalities, 950 (1.16%) acts were amended, and 44 (0.05%) proposals were carried over to the next year. Lawsuits were filed in courts regarding 7 (0.008%) proposals not fulfilled by municipalities.
Of the 4,132 appeals received regarding the activities of municipalities, 3,618 (87%) were reviewed, 204 (5%) were forwarded to the relevant authorities, and 310 (8%) appeals were carried over to the next year. Measures were taken regarding acts identified, amended, or annulled as a result of administrative control proceedings on appeals.
In total, of the 1,698 acts proposed during administrative control proceedings for both acts and appeals, 697 (41%) were annulled, 950 (56%) were amended, lawsuits were filed in courts regarding 7 (0.4%) proposals, and 44 (2.6%) proposals were carried over to the next year.
It is specifically noted that although the number of municipalities across the country decreased by 57% as a result of mergers, a comparative analysis of data for 2024–2025 shows that several indicators did not decrease proportionally, but rather an increase was observed in certain areas.
