Subscribers' debt for heating service has exceeded 4 million - Official

The more than 1000 kilometers of heating lines on the balance sheet of “Azəristiliktəchizat” OJSC have been repeatedly tested with hydraulic pressure as part of seasonal preparations. Current and major repair and restoration works have been carried out on lines where leakage and accident risks were identified.

Elvin Basqallı, press secretary of “Azəristiliktəchizat” OJSC, provided information on this matter in response to an inquiry from Modern.az

The official of the institution stated that 550 boiler houses on the balance sheet of “Azəristiliktəchizat” OJSC have been inspected and brought to a fully ready state. In total, more than 80,000 pieces of equipment have been put into working order.

It was noted that in 2023, the payment level for residential subscribers was 71.3 percent, and the overall indicator (residential and non-residential) was 86.8 percent. In 2024, these figures were 77.6 and 89.3 percent, respectively. In 2025, the payment percentage for residential customers was 88.9, and the overall indicator was 88.7 percent.

Currently, the debt of subscribers who do not make any payments totals 4 million 444 thousand 523 manats. It is noted that the lowest payment percentage for debts has been recorded in settlements designated for refugees and internally displaced persons.

Additionally, according to information provided by the institution, warnings are issued by the OJSC to the residential consumer group regarding timely payment of debts, both through media, individually, and by posting announcements at building entrances.

“Currently, 31 court cases related to some consumers who refuse to pay are in the enforcement stage. These cases have been submitted to the court by “Azəristiliktəchizat” OJSC,” the official statement reads.

It should be noted that the Tariff (Price) Council determined a new tariff for heating supply services provided to the population in July of this year.

Thus, the tariff for heating supply services provided to the residential consumer group has been approved at 45 qəpik per 1 m2 monthly if a meter is not installed. If a meter is installed, 21 manats has been set for 1 Gcal (for an area of approximately 40-50 m²).

In Azerbaijan, the heating system is launched annually on November 15.
