Julien Ferra, a member of the Mannheim city council in Germany, proposed holding an adult event, a swingers' night, in the city hall building.

Although Ferra appealed to the city administration regarding this, he did not provide the necessary details for the event to be held. The city authorities asked the deputy to disclose the exact date of the event, which room or area would be used, and also the connection of the initiative with his local political mandate.
A spokesperson for the Mannheim city hall stated that the aforementioned information is crucial for such a proposal to be properly considered.
Furthermore, Ferra did not submit an official application for the event to be held at the city hall. The city authorities can only make a decision on the matter after an official request is received.
The deputy, however, stated that he currently does not have all the necessary information regarding the event. According to him, the exact number of potential participants and the date of the event have not yet been determined.
Ferra said that he intends to determine the next steps after forming a clearer idea of the scale of the event, including the size of the venue that will be needed. Currently, approximately 50 people are reported to be interested in the event.
The deputy also wanted to publish an announcement about the event in the official bulletin of the city hall. However, the city administration refused to publish it, citing that the announcement would spread information that could potentially create a false impression among readers. A modified version of the announcement was also not approved.
Ferra, on the other hand, believes that the city hall's central location in the city is favorable for such an event. He claimed that there is no provision in the city's rules of conduct and local normative acts that directly prohibits such events from being held in the city hall building.
The deputy also linked his proposal to local politics. In his opinion, developing Mannheim as a tourist destination in this direction could bring significant revenue to the city.
Ferra stated that if the city authorities do not allow the event to be held, he will appeal to the court and try to organize the event privately.
