Armen Grigoryan was born on December 25, 1983, in Khojavend, Azerbaijan. In 2001, he graduated from school No. 2 in Khojavend and entered the Faculty of International Relations of Yerevan State University. Later, he served in the military in the so-called “army” of Karabakh separatists.
In 2009, he entered the master's program of the Faculty of Political Science and International Relations of the American University in Armenia and graduated in 2011. From March 2012 to September 2013, he worked as a civil society officer at the Counterpart International representative office in Armenia. From April 2015 to May 2018, he worked as a program coordinator for elections at the Anti-Corruption Center Transparency International public organization.
In April-May 2018, he participated in the “velvet revolution” in Armenia, was a member of the “Serzh Out” initiative, and spoke at rallies many times. Along with other leaders of the movement, he was forcibly removed from the rally site and then arrested. After Serzh Sargsyan's resignation, A. Grigoryan was released from prison.
In May 2018, by decree of Prime Minister Nikol Pashinyan, he was appointed Secretary of the Security Council of the Republic of Armenia. A. Grigoryan is a member of the “Civil Contract” party led by Pashinyan.
