The solution of social issues of citizens and the improvement of their living conditions in Azerbaijan has always been one of the priority directions of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev.
Modern.az reports that Jamshid Amirov, head of the department at the State Housing Construction Agency, stated this at an event dedicated to the Master Plan of Baku city within the framework of WUF13.
According to him, one of the main priorities in this direction is to meet housing needs through the provision of affordable housing.
“As a manifestation of the country's housing policy, the State Housing Construction Agency was established in 2016. The Agency organizes the construction of residential buildings and other related infrastructure facilities to facilitate citizens' access to affordable housing.”
He added that, in addition, the Agency participates in the implementation of policies in the field of territorial planning, urban design and architecture:
“As can be seen on the map, our activities cover not only the capital city of Baku, but also many other regions of the country. In total, the Agency has implemented 19 projects, and to date, the construction of 11 projects covering more than 14,000 affordable apartments has been completed.”
He also specifically emphasized that the Agency has successfully completed the implementation of three projects in the liberated territories:
“This is also a great source of pride for us.”
He also provided information about the work to be done:
“The Agency conducts continuous research to identify suitable land plots for the implementation of future projects. At this time, proximity to workplaces and ecologically clean areas are of particular importance.
In the second stage, the Agency applies to the government for the allocation of relevant land plots. After the land is allocated, special attention is paid to construction standards, safety issues and energy efficiency in the design stage.
Then the Agency ensures efficient use of financial resources and controls the construction process. After that, the sale of apartments is carried out completely electronically and in real time.”
J. Amirov noted that here it is possible to see some examples of projects implemented in Baku, as well as in regions such as Sumgayit, Lankaran, Shirvan, Guba and Ganja:
“The apartments offered to citizens have a number of important advantages. For example, the price of apartments is approximately 25 percent, and in some cases even lower, than market prices.
Citizens can also benefit from low-interest long-term mortgage loans with only a 10 percent down payment.
In addition, the apartments are delivered fully renovated, with kitchen furniture and a heating system.”
The head of the department emphasized that residential complexes are located in ecologically clean, safe and comfortable urban areas:
“During the design, social infrastructure issues such as schools, kindergartens, medical centers if necessary, large courtyards, green areas, playgrounds, bicycle paths and access to public transport are also taken into account.
Today, technologies create wide opportunities for governments to increase efficiency and transparency. Taking this into account, we have created the “Affordable Housing” Electronic System.”
According to him, this platform creates equal opportunities for citizens and simplifies the procedure for obtaining housing:
“Applications from eligible citizens representing various social groups are accepted online in real time, and the submitted information is verified through the integrated systems of relevant government agencies.
The system ensures transparent and equal participation in housing selection, regardless of registration date or queue order.”
The MIDA official also added that public-private partnership plays an important role in housing development. Attracting private investments is of particular importance in our activities:
“Within this framework, private investments are directed not only to the construction of residential buildings, but also to the laying of telephone, television and internet lines, the creation of shopping centers, parks and recreation facilities.”
