In Azerbaijan's foreign policy, a number of countries hold a special place in terms of political, economic, energy, transport, and security. The scale of these relations can be measured not only by the number of diplomatic meetings but also by indicators such as trade turnover, energy projects, investments, military cooperation, joint exercises, education and cultural programs, as well as participation in regional transport routes. The nature of relations among Azerbaijan's main partners also differs. Some countries stand out for economic and energy ties, others for defense and security cooperation, and still others for transport, investment, technology, and humanitarian connections.

Furthermore, the embassies of these countries in Azerbaijan also play a role in the practical development of bilateral relations. Educational programs, student exchanges, cultural projects, business forums, technical assistance programs, military training, and professional development initiatives are the visible aspects of these relations at the societal level.

Turkey

Azerbaijan's relations with Turkey are a unique example in the world. The relations between the two countries are based on the principle of "two states, one nation." The Shusha Declaration, signed on June 15, 2021, elevated Baku-Ankara relations to the level of alliance. The document envisages expanding cooperation in defense and security, economy, transport, and other fields. In 2025, Azerbaijan-Turkey trade turnover was 5.72 billion dollars. Azerbaijan's exports to Turkey amounted to 3.38 billion dollars, while imports were 2.34 billion dollars. The parties aim to increase trade turnover to 15 billion dollars in the coming period. Concrete legal mechanisms for cooperation also exist in the military field. In 2025, a Memorandum of Understanding on strengthening mutual military security between Azerbaijan and Turkey was approved. The document was signed on July 22, 2025, in Istanbul. The armies of the two countries have been conducting joint tactical exercises in various formats since 2013. In addition, defense industry, military education, and military-technical cooperation are also being developed. Turkey's importance for Azerbaijan also covers energy, defense industry, transport, the Baku-Tbilisi-Kars railway, the Middle Corridor, regional communications, and processes in the direction of Zangazur.

Turkey's diplomatic mission in Baku actively participates in expanding economic, educational, cultural, and humanitarian ties. The Azerbaijan-Turkey University, investment and business forums, education and cultural programs are among the visible examples of relations between the two countries at the societal level. One of the main directions of the embassy's activities is the promotion of Azerbaijan-Turkey economic relations and cooperation within the Turkic world.

USA

Our relations with the USA, a global superpower, are also very strong and at a high level. The United States is one of the important partners in terms of politics, security, energy, and regional transport. The agenda of Baku-Washington relations includes ensuring peace and stability in the South Caucasus, developing regional communications, energy security, combating terrorism, and defense cooperation. One of the most important recent steps in Azerbaijan-US relations is the signing of the Charter on Strategic Partnership. The document was signed on February 10, 2026, in Baku by President Ilham Aliyev and US Vice President J.D. Vance. The Charter identified regional connectivity, energy, trade, investment, digital infrastructure, artificial intelligence, security, and defense as key areas of cooperation. One of the important directions of the Charter is the Middle Corridor and the TRIPP project. The document envisages cooperation related to the development of the Trans-Caspian Transport Corridor, strengthening energy and digital connections, facilitating trade and transit, as well as the TRIPP project, which provides connectivity between the main part of Azerbaijan and Nakhchivan. The energy sector is also one of the main directions of relations. The Charter notes the expansion of cooperation in oil, gas, and electricity, interconnector projects, and diversification of energy supply routes. The document also envisages exploring opportunities for bringing critical minerals to world markets via the Middle Corridor. In the field of security and defense, directions such as the sale of defense products, anti-terrorism cooperation, cybersecurity, protection of critical infrastructure, and increasing humanitarian mine clearance capabilities have been identified. Economically, the US is one of Azerbaijan's main trading partners. According to the State Customs Committee, in 2025, trade turnover between Azerbaijan and the US amounted to 1.557 billion dollars, and the US's share in the country's total foreign trade turnover was 3.15 percent. Thus, the importance of the US for Azerbaijan is not limited to trade indicators. The Strategic Partnership Charter, energy cooperation, the Middle Corridor and TRIPP, security and defense ties, as well as peace and regional communications in the South Caucasus constitute the main directions of Washington-Baku relations.

The US diplomatic activity in Azerbaijan covers a wide range from education and people-to-people relations to security cooperation. Education and academic exchange programs, English language initiatives, and various public diplomacy projects are among the main directions of US-Azerbaijan relations at the societal level. Within the framework of the Charter's implementation, the creation of working groups on economy and trade, energy, connectivity, artificial intelligence and digital development, security, and defense is envisaged.

Georgia

Georgia is one of Azerbaijan's most important partners in its access to Europe. In January-February 2026, the turnover reached 176.6 million dollars, increasing by 18.9 percent year-on-year. Music, art, culinary, and cultural programs are organized within the framework of Independence Day and other national events. Pakistan

Pakistan is one of Azerbaijan's closest defense partners. Meetings and exercises held in the trilateral Azerbaijan-Turkey-Pakistan format indicate that this cooperation has become a separate direction. The main directions are military exercises, defense industry, military education, and military-technical cooperation. One of the notable directions in Pakistan's defense cooperation with Azerbaijan is cooperation on the JF-17 platform. Trade between the two countries is smaller compared to defense cooperation.

In addition to defense and security, Pakistan's embassy in our country also focuses on the development of culture, education, information technologies, and inter-parliamentary relations. The development of the trilateral Azerbaijan-Turkey-Pakistan format is also one of the main directions of the diplomatic agenda.

More than 1,400 Russian companies were reported to be operating in the country. Although relations in the military field have become more complex compared to previous years, there is a long-term institutional basis for security and military ties with Russia. At the same time, a nearly 47 percent decrease in bilateral trade in the first quarter of 2026 indicates changes in economic dynamics.

Education, Russian language, culture, and humanitarian ties hold a special place in the activities of the Russian Embassy in Baku. Russian language teaching, cultural events, book and educational projects are among the main directions of long-term humanitarian ties between the two countries.

Iran

Iran is of particular importance for Azerbaijan due to its more than 765 kilometers of land border, connection with Nakhchivan, the North-South transport corridor, and its position in the Caspian region. The Italian Embassy in Azerbaijan is currently implementing various programs in the field of education and culture. Italian government scholarship programs, the "Invest Your Talent in Italy" initiative, promotion of Italian language and culture, exhibitions, cinema, and other cultural events are among the main directions of this activity.

In 2025, China's share in Azerbaijan's foreign trade turnover was 9.9 percent, or approximately 4.84 billion dollars. China ranks first in Azerbaijan's imports. The strategic importance of relations with China is not only related to trade. Official Baku considers China as one of the main partners of the Middle Corridor connecting Central Asia and Europe. Transport, logistics, digital technologies, industry, and investment cooperation are also on the agenda. Although military cooperation is more limited compared to Turkey, Pakistan, and Israel, defense and security ties with China also exist.

The Chinese embassy in our country supports education, language, and cultural projects.
