The full list of heads of state and government who will participate in the VII Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) to be held in Baku on October 15 has not yet been announced. However, information about representatives of some countries has been released so far. CICA Secretary General Kairat Sarybay stated that they expect the leaders of all Central Asian countries to participate in the summit.
Modern.az reports that the organization's official website has confirmed that the summit will be held in Baku on October 15. The summit is expected to be attended by representatives of member and observer states, as well as observer and partner organizations.
Ilham Aliyev emphasized the importance of regional cooperation
President Ilham Aliyev, during his speech at the 8th Consultative Meeting of Heads of State of Azerbaijan and Central Asia in Turkmenistan on October 8, drew attention to the expansion of political and economic ties with the countries of the region.
The head of state stated that last year, Azerbaijan's trade turnover with Central Asian countries increased by more than 50 percent. According to him, more than 400 companies with capital from Central Asian countries operate in Azerbaijan.
The President also emphasized the importance of cooperation in the transport and energy sectors. Increasing transportation through the Caspian Sea, the development of the Middle Corridor, and joint activities in the field of green energy were highlighted as key directions of regional cooperation. Ilham Aliyev valued peace, security, political and economic stability as important conditions for regional development.
Although these statements do not reflect the official agenda of the CICA summit, they indicate Azerbaijan's regional cooperation priorities. The meeting in Baku is also important for discussing political dialogue and multilateral cooperation among Asian countries.
Who will come?
According to information provided to the media by the Ambassador of Belarus to Azerbaijan, Dmitry Pinevich, the country's delegation will be led by the Chairman of the House of Representatives of the Parliament, Igor Sergeyenko. The diplomat stated that Sergeyenko will represent the country on the instructions of the Belarusian head of state. A visit of the delegation to Karabakh is also planned.
Cambodian Prime Minister Hun Manet is also expected to participate in the summit. During the visit of Elchin Amirbayov, the special representative of the President of Azerbaijan for special assignments, to Cambodia in May 2026, an invitation letter from President Ilham Aliyev was presented to Hun Manet. The head of the Cambodian government stated that he accepted the invitation and intends to participate in the event.
While it is known who will lead the Belarusian delegation, the statement regarding the participation of the Cambodian Prime Minister is based on his previously expressed intention. There is no final information yet on the level of representation of other countries.
Kairat Sarybay expects all Central Asian leaders
CICA Secretary General Kairat Sarybay also announced that they hope for high-level representation at the summit in Baku. In a statement on October 1, he said that they expect the leaders of all Central Asian countries at the summit. Sarybay noted that there is positive information about the participation of high-level representatives from other regions of Asia. The Secretary General also said that a significant political declaration, a thematic document, and a number of institutional decisions are expected to be adopted within the framework of the summit. According to his statement, the expansion of CICA is also among the issues to be discussed.
When will the Ministry of Foreign Affairs announce the list of participants?
Modern.az sent an inquiry to the Ministry of Foreign Affairs regarding the heads of state and government, as well as the heads of delegations, who will participate in the summit. The Ministry stated that information about the participants will be known on the day of the event. Thus, although expectations regarding the composition of some delegations and the participation of individual leaders have been announced, the list of all officials who will come to Baku has not yet been finalized.
CICA member and observer countries
CICA has 28 members. These are Azerbaijan, Afghanistan, Bahrain, Bangladesh, Cambodia, China, Egypt, India, Iran, Iraq, Israel, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Mongolia, Pakistan, Palestine, Qatar, South Korea, Russia, Sri Lanka, Tajikistan, Thailand, Turkey, United Arab Emirates, Uzbekistan, and Vietnam.
Belarus, Indonesia, Japan, Laos, Malaysia, Philippines, Saudi Arabia, Turkmenistan, Ukraine, and the USA are observer states of the organization.
Among CICA's observer organizations are the UN, the International Organization for Migration, the OSCE, the League of Arab States, and the Parliamentary Assembly of Turkic-speaking States.
