It should be noted that on January 9, 2024, a fire broke out in the administrative building of the "Republican Perinatal Center" LLC.
Regarding the fire, a criminal case was initiated at the General Prosecutor's Office under Articles 225.3 (violation of fire safety rules resulting in the death of two or more persons due to negligence) and 314.3 (negligence resulting in the death of two or more persons) of the Criminal Code, and the preliminary investigation was entrusted to the Investigation Department of the General Prosecutor's Office.
The investigation determined that as a result of the fire in the ward on the fourth floor where the Neonatal Intensive Care Unit of the Anesthesiology, Resuscitation and Intensive Care Department of the Center was located, 7 newborns died, 4 people were injured, and the institution suffered a total material damage of 361 thousand manats.
In addition, reasonable suspicions have been identified that after Mehriban Abasguliyeva was appointed director of the Center on December 27, 2022, the number of patient admissions was increased by up to two times without considering the medical provision resources and potential of the institution, which resulted in the overloading of the institution's electrical system and ultimately caused the fire.
At the same time, the investigation also identified reasonable suspicions that although the Ministry of Emergency Situations conducted inspections at the Center and informed the Center's management about violations of fire safety rules, particularly the malfunction of the existing automatic fire alarm system, the inoperability of internal fire hydrants, and defects in the electrical system, the director and the head of the Center's Anesthesiology, Resuscitation and Intensive Care Department Hamlet Mustafayev and the head of the Support Services Department Elnur Ahmadli failed to eliminate the defects.
Mehriban Abasguliyeva, who worked as the director of the Center, was charged under Articles 308.2 (abuse of official powers resulting in serious consequences) and 225.3 (violation of fire safety rules resulting in the death of two or more persons due to negligence) of the Criminal Code, and Hamlet Mustafayev and Elnur Ahmadli, who worked as department heads of the same center, were charged under Article 225.3 of the Criminal Code and the accusations provided for in these articles were announced to them.
It should be noted that "Republican Perinatal Center", Elchin Gulmali oglu Najafov, Vagif Intigam Hajiyev, Aynura Galib gyzy Ahmadova, Gulbahar Zulfugarova were recognized as victims in the criminal case. (APA)
