Synchronization during card payment - such a mechanism is considered normal practice in transport payment systems and is applied in many countries.
Modern.az reports that this was stated by Taleh Kazimov, Chairman of the Board of the Central Bank, at a press conference dedicated to the announcement of the decision on the parameters of the interest rate corridor.
He noted that the terminal accepts payment and transmits the information to the system:
“During payment, the system may not immediately fully verify whether there are funds on the card. It is possible that funds are withdrawn a few days after the passenger makes the payment.”
He also emphasized that, in fact, the system later checks the card balance.
“For example, even if there are no funds on the card at that moment, the device allows the passenger to pass. However, the system records that a debt has arisen on that card. Then, after a certain period, the card is accessed again and it is checked whether there are funds in the balance. If funds have been deposited, the amount is subsequently withdrawn.”
The CBA chairman also added that this practice is widely used in the transport sector:
“Because even if there is no money on the passenger's card, they can use the bus or train. Then the system periodically checks the card in the background and tries to make the payment. If there are no funds in the balance, checks continue.”
T. Kazimov stated that technical issues related to the synchronized operation of terminals are directly within the competence of the parties managing those payment systems.
“These processes are mainly determined by international payment and financial systems,” he concluded.
