Modern.az reports that Ramil Jahangirov, head of the Project Management Department of SCUPA, said this at an event called “Reconstruction of cities after conflict: the decisive role of humanitarian mine clearance” within the 13th session of the World Urban Planning Forum (WUF13) held in Baku.

He noted that for this reason, the entire system is built in such a way that first of all, the safety of the territories is ensured, and only then construction work begins.

“In the field of urban planning and mine clearance, coordination is of particular importance. Because for every next step taken, we must be sure that the area is completely cleared of mines.

Consultations are constantly held to determine in advance which areas are more contaminated and which are relatively safe.

Today we see that more than 270 thousand hectares have been cleared. I would like the audience to imagine how difficult and risky it is for ANAMA specialists to check every square meter. Danger can be everywhere,” he said.

According to him, coordination is not limited to us and ANAMA.

“Utility service providers are also involved in the process. This makes the work more complex, but at the same time more systematic and organized. Another important point is that the clearing process should be completed long before construction, not immediately before it.

Because architects, engineers and designers must enter the area for design and planning work. They must conduct geodesic and geological surveys.”

R. Jahangirov also added that this means that before construction begins, the area must already be made safe.

“That is, if construction starts this year, the clearing process must have been completed earlier. We arrange the entire sequence so that everything is ready before construction. Even not only before construction, but also before design. On the other hand, clearing should not be limited only to the borders of settlements.

People should live in normal conditions without feeling restricted. Going out of the city, going to surrounding areas should not pose a danger to them.”

He also emphasized that special attention is paid to clearing buffer zones around settlements.

“Buffer zones are located outside the borders of settlements, and the goal is to ensure that people can move as safely as possible in those areas. Of course, warning signs exist. But we try to ensure that returning people do not feel restricted,” he noted.
