In a new UN report on sexual violence in armed conflicts, Israel and Russia have been blacklisted in connection with alleged cases of violence involving their security forces.

According to the report, the UN confirmed 31 cases of sexual violence against Palestinians in the Gaza Strip and the West Bank between 2023 and 2025. The document notes that the recorded cases included gang rapes, sexual violence as a form of torture, attempted rapes, and other serious violations.
The UN emphasizes that due to limited access for international investigators to the region, the identified facts may represent only a part of the possible picture.
The document alleges that Israel restricted international experts' access to detention facilities, made access to Gaza difficult, and created risks for Palestinian prisoners reporting abuses.
In the section on Russia, the UN states that obstacles have been created to investigate allegations of "systematic sexual violence" against Ukrainian citizens, including prisoners of war and civilians.
The report notes that despite access restrictions, 310 alleged incidents of violence committed by Russian forces have been recorded. This includes rape, torture, and other forms of violence. It is reported that while the majority of victims are men, there are also victims among women and children.
The UN document emphasizes that in many cases, victims were subjected to several forms of violence, and some individuals were victims of repeated attacks.
Both Russia and Israel deny the accusations.
Israel's permanent representative to the UN stated that his country provided responses and evidence for each claim but did not make them public.
The UN report also emphasizes that an environment of impunity for sexual violence in conflict zones contributes to the recurrence of such crimes.
The document also mentions other parties. The report notes that dozens of cases of violence related to Ukraine have been confirmed, and the Hamas group was previously included in a similar list due to the events of October 7 and the treatment of hostages.
